Fermilab Celebrates National Engineers Week 2/21 through 2/25

The Fermilab Engineering Policy Committee announces that Fermilab will
recognize National Engineers week February 21 through February 25
with a series of brown bag presentations and tours.
National Engineers week officially recognizes all engineers'
contributions to society from all engineering disciplines.
This week is specifically intended as a visible outreach to promote
the engineering profession to students of all age groups across the nation.
"This year Marge Bardeen of the Education Office will speak about the ways
Fermilab engineers can get involved with the many programs that are
available at the Lederman Center," said FESS' Vic Kuchler, Chair of the
Engineering Policy Committee.

throughout the year on the
National Engineers Week Web site.
Watch for more information on the Fermilab presentations and tours next week
in Fermilab Today. The activities are designed to be of interest to
all lab employees and not just engineers. "All Fermilab employees are
encouraged to attend the talks each day at noon because they are not exclusively
for engineers," Kuchler said. "I would also certainly welcome any and all
participation in the planning of National Engineers week in 2006."

Caught in the Squeeze

Many U.S. science agencies would have to make do with less under the president's 2006 budget request, which aims to cut the deficit, boost military and antiterrorism spending, and make tax cuts permanent.
President George W. Bush has proposed a flat budget for U.S. science next year. And the spinning has begun in earnest.
John Marburger, director of the White House Office of Science and Technology Policy, calls it "a pretty good year" for research, given the Administration's priorities of fighting terrorism, defending the homeland, and reducing the federal deficit. He says that the proposed 1% decline in the $61 billion federal science and technology budget for 2006--which excludes the Pentagon's even larger weapons development budget--would have been much worse but for the fact that "the president really cares about science."

Speak Up, Again
Last week's Safety Tip discussed the process for delivering cautionary
statements when something doesn't look quite right. This article provides
personal perspectives from two of Fermilab's Senior Safety Officers.
Today Rich Ruthe is the SSO with the Technical Division. In 1990,
before Ruthe joined

Fermilab, he was
the Safety Manager for a chemical company. Ruthe recalls a catastrophic
incident from that time which could have been easily prevented through
the sharing of precautionary information. The company had a confined
space that used nitrogen to inert the atmosphere during a chemical reaction.
Two weeks before the incident, Ruthe reviewed the entry procedures
with the operator. Nonetheless, the operator stood by and said nothing
while he observed a coworker enter the enclosure to retrieve a tool that
had fallen inside. The coworker was pronounced dead at the scene.
Plant employees were demoralized, OSHA conducted an extensive investigation,
and the operator was ultimately fired.

are hesitant to approach fellow employees because they do not want to offend
them or get them in trouble, when in reality they would be helping them.
People may also hesitate because they are unsure about specific safety
requirements. He believes, however, they should feel empowered to approach a
worker if something doesn't seem right. Greg reiterates that the main point
is to take responsibility for your safety and the safety of those around you.

Brown Bag Seminar on Tuesday
There will be a Brown Bag Seminar on Tuesday from noon to 1:00 p.m.
in Curia II. Jody Springsteen, a nurse with the Kane County Health
Department, will present "Building Better Bones."
URA Scholarship Applications Now Available Online
URA Scholarship Applications are available online. The deadline to
apply is March 1.
Scholarships will be awarded in early April.
URA Scholarships are awarded on the basis of SAT scores
to children of regular, full-time Fermilab employees.
