Section Mgr Technology Services

PURPOSE: To take responsibility for all aspects of managing assigned technology projects including planning, organizing, budgeting, cost control, time schedules, quality assurance, and staff coordination. Responsible for ensuring all Peer Review Programs (PRP), Oak Ridge Institute for Science and Education (ORISE) and ORAU procedures, policies and regulations are met and maintained within technology development and application activities. Participate with other PRP managers and other ORISE and ORAU staff in planning and developing activities for PRP and the broader ORISE/ORAU organization.

 

ESSENTIAL JOB FUNCTIONS:

 

  • Section Manager. Plan, oversee, and manage the workload of up to three staff members. Assess staffing needs and recommend the need for staff additions, reductions, and adjustments. Monitor team workload and recommend or make adjustments. Maintain positive morale and productive relations within the team and with others. Make and coordinate task assignments. Monitor individual performance and compliance with policies and regulations. Initiate and carry out recognition/award or corrective actions. Assess individual development and performance needs and design interventions to improve performance and capabilities. Conduct formal coaching. Initiate action and approve or recommend approval of hires, disciplinary actions, leaves of absence, promotions, reductions-in-force, performance evaluation, salary increases, terminations of employment for cause, separations, transfers, and other personnel actions. Approve or disapprove leave requests, time cards, and work schedules. Approve employee travel and reimbursement. Coordinate the functions performed under their management with those performed under other management.

  • Project Management. Support up to 19 internal customers (STRI group and project managers) with technology products and services critical to the success of client activities; plan activities and resources to meet customer requirements and agreed upon deliverables; promote customer focus and meeting customer needs; organize activities to meet business objectives; maintain frequent customer contact to assure work is acceptable and timely; and identify and solve problems to maintain and enhance quality customer satisfaction.

  • Professional and Technical Performance. Apply knowledge of design and implementation of various technologies to support coordination of peer reviews and scientific workshops and meetings. Evaluate emerging technologies to identify opportunities to utilize new or improved technology tools to improve STRI and PRP operations and management. Perform independent research to stay current with evolving technology capabilities and to formulate solutions to technical problems. Understand the policy, directives, and operations of the client groups related to reviewer search, conflict of interest and confidentiality, overall peer review procedures, and documentation requirements in order to appropriately recommend and manage implementation of technology appropriate for support of review activities. Be expert in planning, designing, coordinating, and managing the appropriate technology life cycles associated with technology products and services utilized to support client activities.

  • Financial Management. Coordinate with internal customers to determine funding needs and ensure adequate funding is available before expenditure commitments are made. Prepare budgets and control expenditures in accordance with agreed upon deliverables and requirements. Approve programmatic expenditures as specified in the Delegation of Approval Authority. Advise the internal customer, group manager, and/or program director on any funding or expenditure issues. Track commitments and expenditures for technology projects, identify and resolve any issues that threaten successful project completion.

  • Program Development. Demonstrate knowledge about the project, PRP, ORISE and ORAU competencies and promote teaming within ORISE/ORAU. Identify and establish working relationships with potential new clients and new personnel within the customer base. Provide input to statements of work and field work proposals. Participate on teams to prepare proposals for new work.

  • Communications. Maintain close communications with senior managers and program director on quality assurance, technological capacity and capabilities, scheduling and staffing of technology projects, issues and developments related to personnel, clients, and other operational activities. Provide input to PRP annual planning and setting of near and long-term goals and objectives. Work closely with counterparts in ORAU Information Systems Department and other Business Operations organizations to ensure smooth operations and timely delivery of products.

  • Organizational Participation. Represent STRI on teams and groups charged with identification, evaluation, or implementation of strategic technology decisions and tools across all ORAU organizations. Coordinate with staff in other ORAU organizations to build and manage effective cross-functional teams creating technology applications for use within STRI/PRP. Provide active leadership and participation on STRI internal initiatives focused on improving the environment of the workplace and employee relations.

 

REQUIREMENTS:

Bachelor's degree and six - ten years of job-related experience or an equivalent comnbination of education and experience. Requires experience in performing analysis, design, development, deployment, user support, and life-cycle management of; web sites and related content, web-based submission applications and their interaction with web sites, web conferencing, internal and external collaboration applications, web-based tools to support recruiting and registration functions, relational databases, and sophisticated information tracking and reporting systems. Requires experience leading teams of various sizes to produce complex technology-based products or services within agreed schedule and cost commitments. Must have experience analyzing client requirements to identify technology options; make effective recommendations; and manage creation and implementation of technology tools and solutions. Experience in effective communication of complex technical information that supports marketing and business development efforts. Must possess skills in planning and monitoring activities and resources to meet customer requirements; organizing activities to meet business objectives; maintaining frequent and effective customer contact; and identifying and solving problems to maintain and enhance customer satisfaction. Ability to apply extensive knowledge of design and implementation of various technologies applicable to support coordination of peer reviews and scientific workshops and meetings, and to improve efficiency or capabilities. Must have expert capabilities in planning, designing, coordinating, and managing the appropriate technology life cycles associated with technology products and services utilized to support client activities. The ability to evaluate emerging technologies to identify viable opportunities to utilize new or improved technology tools to improve operations and management required.
