National Broker Contract

GSA Public Buildings Service has a lease portfolio consisting of over 8,000 leases with an annual rent outlay of over $5.5 billion.  To acquire these leases on behalf of the Government, GSA utilizes a combination of in house staff and contracts with private sector brokers.  On average over the last 3 years, PBS has utilized brokers to obtain 47% of its leased space.  The current contract, National Broker Contract 2 (NBC2) is the second of its kind, issued in 2010 at the expiration of its predecessor, now know as NBC1.  The current contract is a one-year contract, with five one-year options, and is currently in its first option year.

PBS is already hard at work developing a strategy to launch the third generation of its broker services program, referred to as BC3.  Accordingly, the PBS Office of Leasing is eagerly seeking ideas to improve upon the previous two versions of the contract, incorporate new innovative approaches and strategies, and lessons learned from the previous contracts.

As PBS pursues innovative ways to structure the next contract, we are eager for your feedback and ideas.

We are interested in alternative approaches to the contract and the overall program that would enhance the efficiency and effectiveness, generate greater competition, and increase small business opportunities - all while still remaining a best value for the government.  We are interested in learning about:

- Alternative approaches to tasking

- Comparisons of national versus zonal contracts

- Increasing small business opportunities

- Utilization strategies/targets to achieve best value

- Alternatives to the current commission and rent structure

- Approaches to obtaining post award services

- Methods of evaluating performance of brokers
