The Historically Black Colleges and Universities (HBCU) Program provides access to scientific and technical information products and services to faculty, staff, and students of:
- Alaska Native-Serving Institutions
- American Indian Tribally Controlled Colleges and Universities
- Asian American and Native American Pacific Islander-Serving Institutions (AANAPISIs)
- High Hispanic Enrollment
- Hispanic-Serving Institutions (HSIs)
- Historically Black Colleges and Universities (HBCUs)
- Minority Institutions
- Native American-Serving, Nontribal Institutions
- Native Hawaiian-Serving Institutions
- Predominantly Black Institutions (PBIs)
The products and services are provided to assist institutions with developing and improving their:
- Scientific and technical curriculum
- Research programs
- Abilities to compete for federal grants and contracts.

NOTE: You do not need to have a grant or contract to work with DTIC. Your demonstrated interest in performing research & development (R&D) for DoD or another federal agency allows access to our public release materials. If you are already participating in any DoD or federal R&D effort, register as a contractor for enhanced access.
