ANNOTATION: The effectiveness of juvenile reentry and substance abuse programs funded by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and the agency’s ability to provide information about said programs is evaluated. Contents of this report include: scope and methodology; background; experts cite evidence from available research indicating that cognitive behavioral therapy and family therapy programs are effective and cost beneficial when addressing reentry and substance abuse issues; OJJDP has mechanisms to ensure training and technical assistance to meet users’ needs, but regular feedback on the Model Programs Guide would help OJJDP better access information utility; finalizing a program plan and developing a comprehensive evaluation plan would help OJJDP achieve its research and evaluation goals and use its limited resources effectively; conclusion; recommendations for executive action; and agency comments and GAO evaluation. Some of the appendixes are: factors that can help programs achieve intended results; reentry program that lack conclusive evidence of effectiveness; and substance abuse programs that lack conclusive evidence of effectiveness.
