The Office of the Chief Information Officer (OCIO) provides information technology (IT) services and products that enable ICE and DHS to meet their respective missions. In order to meet these goals, the OCIO has developed a number of critical IT initiatives that will help ICE modernize its IT systems, adapt and conform to modern IT management disciplines, and provide IT solutions throughout ICE.

Acting Chief Information Officer

Rob Foster currently serves as acting chief information officer (CIO) at U.S. Immigration and Customs Enforcement's (ICE) Office of the Chief Information Officer (OCIO). He previously served as ICE's deputy chief information officer from 2007 to 2012. Mr. Foster manages multiple enterprise-wide IT activities including infrastructure and architecture, information assurance, applications development, business processes, contract management and customer-stakeholder relationships.

Mr. Foster oversees a workforce of 450 federal and more than 1,600 contract employees, where he provides leadership, management and vision to ensure that OCIO has the proper operational controls, administrative and reporting procedures, as well as personnel management systems in place to effectively grow the organization and support ICE's mission. As a member of the executive leadership team for business, Mr. Foster ensures sound financial management and operating efficiency.

Mr. Foster brings a broad knowledge of systems, policies, legislation, programs and personnel management to strategic initiatives at OCIO. He brings extensive leadership and management experience from positions he held at the Department of Defense. Before joining OCIO, he served as program manager for the Product Data Management Initiative with the Defense Logistics Agency. This initiative was one of the Defense Logistics Agency's 13 transformational programs.

Mr. Foster graduated in 1984 with a Bachelor of Science in business administration from the University of Florida. He holds a Master of Science in information technology management from the Naval Postgraduate School. He received a National Defense University Department of Defense chief information officer certificate and an information assurance certificate. He also received master's certificates in project management from the Defense Acquisition University and George Washington University.
