Recipient Reporting
Introduction

As part of the American Recovery and Reinvestment Act of 2009 (ARRA), Section 1512 requires recipients of ARRA monies to report on how their funds are being used. The Administration is committed to investing Recovery Act dollars with an unprecedented level of transparency and accountability so Americans know where their tax dollars are going and how they are being spent. Recipient reporting is the mechanism for bringing this level of transparency to the general public. ARRA award recipients are required by law to report on the use of their funds on a quarterly basis for the duration of their project.

Calendar
  • January 1-10*:  Initial Submission Period. Recipients need to submit reports via FederalReporting.gov
  • January 11-14: Extended Submission Period
  • January 15-16: Prime Recipient review and correction period.  (Prime Recipients Review Data Submitted by Sub(s) / Prime Recipients & Subs Make Corrections)
  • January 17-29:  Agency Review and Comment Period (Agency Review or Data Submitted / Prime Recipients & Subs Make Corrections)
  • January 30:  Data is published on Recovery.gov

Continuous Quality Assurance (QA) Period:

  • February 2 – March 18:  Continuous Quality Assurance (QA) Period
  • March 20:  Final Continuous QA data published on Recovery.gov

Who needs to report?

The Office of Management and Budget’s (OMB) Memorandum 09-21 cites specific details surrounding who needs to report. In summary, this includes:

  • Prime Recipients: Non-Federal entities that receive greater than $25,000 in Recovery Act funding as Federal awards in the form of grants or loans
  • Sub Recipients (not applicable to Broadband Initiative Program recipients): Non-Federal entities awarded Recovery funding through a legal instrument from the Prime Recipient

What do I need to do before I report?

Every recipient needs to do the following well in advance of the Submission Period:

  1. Verify/validate DUNS
    Recipients need to ensure that their DUNS# is correct and matches the reportable award on file.
  2. Review/validate Central Contractor Registry (CRR)
    CCR registration must be renewed at least every 12 months and an expired registration will prevent report submission and/or modification by the recipient.
  3. Obtain Federal Reporting Personal Identification Number (FRPIN)
    FRPIN issuance can occur at any time, however, the FR.gov organization POC must approve issuance of FRPINs. Once approval occurs by your organization's POC, FR.gov issues the FRPIN automatically. If you have not received approval within 24 hours by FR.gov, contact your organization's POC to ensure they have approved your request.
How to submit?

All reports must be filed electronically using FederalReporting.gov. Reports must be entered within 10 calendar days of the reporting cycle. Failure to report will result in the recipient being designated as non-compliant by the awarding agency that may include withholding funds as well as prohibiting the recipient from participating in any future government funding. There are 3 ways to submit your report:

  1. Using MS Excel to submit your report
  2. Using XML to submit your report
  3. Submitting your report through the website

Reminder: All successful submissions in FederalReporting.gov will result in an email confirmation to the recipient from FederalReporting.gov.
