AGANA HEIGHTS, GUAM — June 21, 2010 — Department of Defense Education Activity Guam District Superintendent Dr. Gayle Vaughn-Wiles announced her retirement after 34 years of federal service. 

Her DoDEA career began in 1976 as a elementary school teacher in Okinawa, Japan. She moved on to a curriculum coordinator position with the Department of Defense Dependents Schools Pacific Regional Office before taking several school and district-level assignments with DoDDS Europe beginning in 1982. Vaughn-Wiles was named Assistant Superintendent of the DoDDS Okinawa District in 1999. She was then promoted to District Superintendent in 2002 before assuming her current assignment as Superintendent of the DoDEA Pacific Guam District in 2008.

Vaughn-Wiles earned a master’s degree from John Hopkins University and a doctorate from Michigan State University. She leaves behind a legacy of advocacy for children and a celebrated focus on student achievement.

Reflecting on her years with DoDDS Vaughn-Wiles said, “It seems like only yesterday when I started my career in Okinawa 34 years ago. Throughout my career, I have worked in DoDDS Europe, DoDDS Pacific and DDESS with great students, teachers, administrators, parents and Servicemembers from all branches of the military. It’s been a wonderful experience and I’m looking forward to opening another chapter of my life.”
Succeeding Vaughn-Wiles will be career educator and current Deputy Director of DoDEA Pacific Dr. Steven Bloom.

Bloom began his DoDDS career in 1982 as a special education teacher and school administrator at Torrejón, Spain. After subsequent administrative and supervisory assignments with DoDDS Europe, Bloom joined the DoDDS Pacific Area Office team as chief of the curriculum and special education branch in 1992.
In 1995, Bloom became Superintendent of the DoDDS Okinawa District. He was appointed to his current position as Deputy Director of DoDEA Pacific in 2000. As Deputy Director, Bloom supervised myriad school improvement initiatives related to curricula support programs, educator professional development and instructional leadership for school administrators.

Bloom earned a master’s degree in educational psychology from Florida Atlantic University in 1979 and went on to earn a doctorate in special education and developmental psychology from the University of New Mexico in 1985.

Bloom will join the Guam District team as Superintendent on Aug. 1.
