Shipbuilders Council of America (SCA)

Program participant, describing the maritime industry's unique regulatory
requirements during his presentation at OSHA's Small Business Forum: "Safety and
Health Issues in the Maritime Industry" held September 14, 2007 in Washington,
DC. Terry Preston, Director of Safety, Environmental & Quality at Atlantic
Marine, LLC in Mobile, AL, representing the SCA, presented "Small to Medium
Sized Shipyard Challenges and Opportunities" during the Forum.

Through the Alliance, OSHA and SCA will provide SCA
members and others in the shipbuilding industry, including non-English or
limited English speaking employees, with information and guidance that will help
them protect employees' health and safety, particularly in reducing and
preventing exposure to shipyard safety and health hazards such as electrical,
welding/hotwork, and ergonomics, and in promoting hearing conservation. The
goals of the Alliance include:
Outreach and communication:
- Work with OSHA to provide expertise in developing information on the recognition and prevention
of workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA's and SCA's Web sites) to
employers and employees in the industry.
- Share information among OSHA personnel and industry safety and health professionals regarding
SCA best practices or effective approaches and publicize results through outreach by SCA and
through OSHA- or SCA-developed materials, training programs, workshops, seminars, and lectures (or
any other applicable forum).
- Promote and encourage SCA members' participation in OSHA's cooperative programs such as
compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and
its Safety and Health Achievement Recognition Program.
Promoting the national dialogue on workplace safety and health:
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on shipyard
safety and health hazards, including ergonomics, to help forge innovative solutions in the
workplace.

- May 2-8, 2010:
2010 North American Occupational Safety and Health (NAOSH) Week.
The Shipbuilding Council of America and a number of other Alliance Program
participants supported the 2010 NAOSH Week, "Mission NAOSH 2010: Safe
Workplaces." Sponsored annually by the American Society of Safety Engineers and
the Canadian Society of Safety Engineering, the Week focuses on the importance
of preventing injuries and illnesses in the workplace.
- March 11, 2010: SCA Spring Health and Safety Seminar, Mobile, Alabama.
- John Vos, Maritime Specialist, Region IV, Savannah, Georgia Area Office, USDOL-OSHA, gave a maritime safety-related presentation.
- October 27, 2009: 2009 National Safety Congress and Expo, Orange County
Convention Center, Orlando, Florida.
- Stephen Butler, Director, Office of Maritime Enforcement, Directorate of
Enforcement Programs, and Ian Bennitt, Manager, Government Affairs, SCA,
presented "Maritime Industry Safety and Health Products and Information."

Wisconsin Area Office, USDOL-OSHA, gave a maritime safety-related presentation.
- May 3-9, 2009:
2009 North American Occupational Safety and Health (NAOSH) Week. The
Shipbuilders Council of America (SCA) and more than 55 other Alliance Program
participants supported 2009 NAOSH Week. Sponsored annually by the American
Society of Safety Engineers (ASSE), an Alliance Program participant, and the
Canadian Society of Safety Engineering (CSSE), the Week focuses on the
importance of preventing injuries and illnesses in the workplace. The theme for
2009 NAOSH Week was "Safety Means Always Coming Home."
- May 4, 2009: Ian Bennitt, Manager, Government Affairs, SCA, attended the
NAOSH Week Kick-off event at the U.S. Department of Labor in Washington, DC.
Acting Assistant Secretary Jordan Barab, USDOL-OSHA; Warren Brown, President,
ASSE; and Andrew Cooper, Secretary, CSSE; provided brief remarks. The Kick-off
also featured an Alliance Program participant panel with presentations from
Alliance Program participants American Heart Association, ASSE, Independent
Electrical Contractors, and National Safety Council focusing on workplace
safety and health issues.
- October 2, 2008: Virginia Ship Repair Association 13th Annual Safety and
Health Seminar, Norfolk, Virginia.
- Leo Edwards, Area Director, Region III, Norfolk, Virginia Area Office,
USDOL-OSHA, presented "Employer Paid PPE" during the seminar.

- May 5, 2008: Ian Bennitt, Manager, Government Affairs, SCA; attended the
NAOSH Week Kick-off event at the U.S. Department of Labor. Donald Shalhoub,
then-Deputy Assistant Secretary, USDOL-OSHA; and Michael Thompson,
then-President, ASSE; were the keynote speakers. Mr. Shalhoub presented "Safety
is Good Business" to OSHA and Alliance Program participants and other
safety and health representatives.
- March 26, 2008: Shipbuilders Council of America Safety Seminar, Biloxi,
Mississippi.
- Clyde Payne, Area Director, Region IV, Jackson, Mississippi Area Office,
USDOL-OSHA, presented "Ergonomics in Shipyard Employment" during the seminar.

Shipbuilding Association Alliances (now the Shipbuilding Group Alliance) and the American Industrial Hygiene Association and American Society of Safety Engineers Alliances, the participants developed a safety alert providing tips and reminders to control the release of hazardous energy through LO/TO procedures in shipyard building and repair. Shipbuilding Association Alliances (now the Shipbuilding Group Alliance) and the American Industrial Hygiene Association and American Society of Safety Engineers Alliances, the participants developed a safety alert designed to make both shipyard employers and employees aware of the hazards of sewage systems on both ships and shipyard shore facilities and how to prevent accidents involving hydrogen sulfide gas.
