WASHINGTON, DC – Today, Rep. Donald M. Payne endorsed President Obama’s new Presidential initiative directing a comprehensive review to strengthen the United States’ ability to prevent mass atrocities.
“I applaud President Obama for creating the Atrocities Prevention Board to focus on and prevent mass killings and human rights violations that are currently taking place throughout the world. I hope that this board will strengthen the United States Government’s ability to prevent serious human rights violations by ensuring that concerns are elevated for senior decision-making, so that we are better able to work with our allies and partners to respond to early warning signs of potential atrocities.
“During my tenure in Congress, I have worked with the international community to address genocide taking place in parts of Africa, especially in Sudan. In 2004, I sponsored a resolution to call the world’s attention to the atrocities in Darfur which upon passage, was the first time Congress recognized an ongoing genocide. I also introduced a resolution focused on Abyei in response to the Bashir government and pro-government militia’s order to displace more than 40,000 people in May 2008. Today, my subcommittee held an emergency hearing on the ethnic cleansing and other atrocities occurring in Southern Kordofan. In light of these efforts, the human rights atrocities occurring in parts of the world have always dictated a stronger response and greater attention by the White House.
“In 2010, President Obama created the first-ever White House position dedicated to preventing and responding to mass atrocities and war crimes. I am pleased that President Obama has remained committed to including in his national security and foreign policy agenda initiatives that seek to prevent and respond to mass atrocities and war crimes.”
