INTRODUCTION

Executive Order 13423 “Strengthening Federal Environmental, Energy, and Transportation Management”

Background

• The President signed the Executive Order (EO) on January 24, 2007.
• Implementing instructions were issued by the Council on Environmental Quality (CEQ) on March 30, 2007.
• EO 13423 was codified into law with H.R. 1105 Omnibus Appropriations Act (September 30, 2009)

Purpose of the EO

• Directs Federal agencies to “lead by example in advancing our nation’s energy security and environmental performance.”
• Consolidates three areas (environment, energy, transportation) into one EO
  • Consolidated and strengthens five previous Executive Orders and two memorandums of understanding, and establishes new and updated goals, practices, and reporting requirements for environmental, energy, and transportation performance and accountability. 

DoD Implementation

• The EO WG has developed and begun to implement the Toxic Chemical and Hazardous Reduction Plan, Electronics Stewardship Plan, Green Procurement Strategy, and Sustainable Installations Policy.
• DoD conducted a gap analysis of existing DoD Policy that meets the requirements of the EO, as well as identifying any discrepancies.
• Developed an internal EO Scorecard to measure implementation progress
• Continues to improve processes and procedures to implement the near-term requirements of EO 13423 and EISA, as well as a long-term, integrated sustainability strategy
• Applying an "Enterprise Management Structure" across functional disciplines following the ISO 14001 management model of Plan, Do, Check, Act.
