NHTSA prepared this Environmental Impact Statement (EIS) to analyze and disclose the potential environmental impacts of the proposed model year (MY) 2012-2016 Corporate Average Fuel Economy (CAFE) standards for the total fleet of passenger and non-passenger automobiles (later referred to as passenger cars and light trucks, respectively) and reasonable alternative standards for the NHTSA CAFE Program pursuant to Council on Environmental Quality (CEQ) regulations implementing the National Environmental Policy Act (NEPA),  U.S. Department of Transportation (DOT) Order 5610.1C, and NHTSA regulations. This EIS compares the potential environmental impacts of alternative mile-per-gallon (mpg) levels NHTSA will consider for the final rule, including the Preferred Alternative (i.e., the proposed standards) and a No Action Alternative. It also analyzes direct, indirect, and cumulative impacts and analyzes impacts in proportion to their significance.
