NCUA is the federal agency that charters and supervises federal credit unions and insures savings in federal and most state-chartered credit unions across the country through the National Credit Union Share Insurance Fund (NCUSIF), a federal fund backed by the full faith and credit of the United States Government.

 

This position is located at the National Credit Union Administration (NCUA), Office of the Chief Financial Officer (OCFO), Division of Procurement and Facilities Management (DPFM). The incumbent will serve as the subject matter expert directly responsible for NCUA's Central Office Physical Security Program, assessing security, chemical, and biohazard threats to the building and occupants and managing the agency's Safety and Health program.

•  Develop and implement policies and programs to assess and enhance security and safety systems throughout the interior and exterior of the building.
•  Perform formal and critical physical security inspections; prepare reports; present briefs; perform other functions to identify vulnerabilities; perform risk assessment on terrorist threat levels; and prescribe appropriate security measures in accordance with Interagency Security Committee (ISC).
•  Serve as primary security awareness training instructor conducting annual physical security training for all agency employees.
•  Assist the Facility Manager in planning for new construction or renovating existing space to include developing a physical security construction plan.
•  Coordinate the posting and deployment of contract guard staff with the division director, the management company and security vendor. Ensure adequate back up services are in place and plans for over-time and/or special needs.
•  Conduct reviews and coordinate physical security procedures and operations with Regional Offices, management company representatives and building owners in all leased spaces occupied by agency staff.

You must have one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

 

To qualify at the CU-12 level, you must have one full year specialized experience equivalent to the CU/GS-11 in the federal service. Specialized experience is experience serving as an authority on physical security methods for a large facility; analyzing building blueprints and floor plans to determine security requirements; providing guidance on security related policies; utilizing various electronic security systems; and preparing written material.


You cannot qualify for this position using education. You must provide specific details in your resume as to how your work experience meets the specialized experience for this position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of sensitive compartmented intelligence program security requirements established in basic and Executive laws, Executive Orders, national policy statements and security regulations governing physical security and personnel security.

2. Skill in evaluating, developing and making recommendations concerning security plans and proposals for multi-and-inter-agency collaborative security projects, and/or implementing national and departmental regulatory guidelines for programs.

3. Knowledge of Interagency Security Committee rules and regulatory guidance in order to evaluate security procedures and processes.

4. Ability to execute plans with a variety of personnel to control state-of-the-art security equipment and devices.

5. Ability to communicate effectively in writing to produce correspondence and various documents. 

6. Ability to communicate effectively other than in writing in order to provide security related briefings/trainings, assist visitors, agency staff and the general public.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of  21.87 percent for the Alexandria, VA geographical area.
