WASHINGTON — A Newport elementary school teacher will get to watch President Obama deliver the State of the Union right from the House chamber tonight. Congressman David Cicilline invited Dale Blaess, a kindergarten teacher at Underwood Elementary School, to be his guest for this evening’s speech. Blaess has been named Newport’s Teacher of the Year and received the Milken Family Foundation Award for her work as an educator.
