Process and Outcome Evaluation of the STAR (Sisters Together Achieving Recovery) Program

ANNOTATION: The effectiveness of the STAR (Sisters Together Achieving Recovery) Program to reduce recidivism and substance use in female offenders is determined. This evaluation provides a description of the program and lessons learned that may be useful for agencies contemplating the use of such an initiative. Sections in addition to an executive summary are: introduction; literature review; methodology; program description; staff interviews; demographics; interventions and substance abuse treatment and monitoring; outcomes for median post release wage, primary industry group, cumulative reconviction rates, highest new class conviction, cumulative prison re-admission, and reconviction rates by number of interventions received; and discussion. STAR had a completion rate of 85% with a new conviction rate of 20.1% for participants compared to non-participants having a rate of 32.9%.7 A Therapeutic Community Handbook is also included.
