Less-Lethal Technologies: Laser Technology

An NIJ-sponsored dual energy device called a Personal Halting and Stimulation Response (PHaSR) rifle combines visible and infrared light waves to deter and distract a subject. The device can target one person in a crowd without affecting anyone standing nearby. Officers may use this technology to distract suspects and make a faster and easier arrest. The PHaSR technology is being cofunded by NIJ, the Department of Defense's Joint Non-Lethal Weapons Program, and the Office of the Secretary of Defense; and is being developed by the Air Force Research Laboratory.
