A. Davis

Ms. Davis is currently the senior civilian responsible for policy, strategy, governance, and business management oversight for Navy shore support at 70 installations and 11 regions worldwide.

Ms. Davis was appointed to permanent Senior Executive Service in July 2003 after completing two term SES appointments and has over 18 years of Federal Service.

Ms. Davis was selected as Deputy Assistant Secretary of Navy (Infrastructure Strategy and Analysis) in the Office of the Assistant Secretary of the Navy (Installations and Environment) (ASN I&E) from July 2003 through April 2006.  In this capacity, she was responsible for basing, infrastructure and strategic sourcing requirements analysis and policy determinations for the Department of the Navy.  Designated as the Special Assistant to the Secretary of the Navy for Base Realignment and Closure (BRAC), she led the Department of the Navy process for BRAC 2005, managing a large military and civilian team in conducting the reviews and analysis to support the BRAC recommendations forwarded to the Secretary of Defense and the Defense Base Closure and Realignment Commission.

Ms. Davis held a Senior Executive Service term appointment as Deputy Assistant Secretary of Navy (Infrastructure Analysis) from December 2001 through June 2003.  In this capacity she served as the principal advisor to ASN (I&E) with primary responsibility for providing top-level continuity for the DON basing and infrastructure requirements analysis, including both operational and long-range, and collaborating with ASN (I&E) in preparing new and sophisticated concepts, policies, procedures and systems for consideration of basing and infrastructure requirements.

Ms. Davis served as Associate Counsel to the Naval Supply Systems Command (NAVSUP), Mechanicsburg, Pa., from May 1999 through December 2001.  Ms. Davis had responsibility for legal support to the Command and field activities on a full range of business and commercial issues, including performance-based logistics contracts and strategic sourcing.

Ms. Davis held her initial term Senior Executive Service appointment as the Director, Investigation and Analysis, Office of Special Assistant to Deputy Secretary of Defense for Gulf War Illnesses from March 1997 through May 1999.  In this capacity she managed a large government/contractor team tasked with investigating possible causes of Gulf War illnesses and with reporting results to veterans, the Department of Defense, Presidential oversight committees, and Congress.

Ms. Davis was selected as the Senior Associate Counsel for Environmental and Special Programs at Naval Air Systems Command (NAVAIR), Arlington, Va., from September 1995 through March 1997, with primary cognizance over base closure, privatization, facilities, and environmental matters.

 Ms. Davis became a government civilian in November 1993, and her initial assignment was the Senior Counsel (Installations) within the Navy Office of the Assistant General Counsel (Installations and Environment), where she provided advice and counsel within the Navy Secretariat on real estate, installation, natural resources, and base closure issues and served as primary legal advisor to the Base Structure Evaluation Committee for the 1995 Department of the Navy base closure process. 

Ms. Davis was commissioned a Second Lieutenant, U.S. Marine Corps, in June 1975.  She served both on active duty and in the Reserves in a variety of legal and administrative positions, including Legal Assistance Branch Head, Real Estate Branch Head, Joint Doctrine Branch Head, Manpower Officer, and Associate Counsel for the Commandant, U.S. Marine Corps.  Retained on active duty after being activated for Operations Desert Shield and Desert Storm, she was assigned as the recording secretary and legal advisor to the Base Structure Analysis Team, part of the Department of the Navy's organization for the 1993 base closure process.  Ms. Davis retired as Colonel from the U.S. Marine Corps Reserve in October 2008.

Ms. Davis received her B.A. in Political Science from Denison University, Granville, Ohio, in 1975 and her Juris Doctor from the University of Pittsburgh School of Law in 1978.  Ms. Davis is a member of the Pennsylvania Bar.

Ms. Davis’s naval decorations include the Legion of Merit, Meritorious Service Medals (two awards), Navy Commendation Medal, and the Navy Achievement Medal.  Ms. Davis civilian awards include a Department of Defense Distinguished Civilian Service Award (2005), Department of the Navy Distinguished Civilian Service Award (2005, 2012), Department of the Navy Superior Civilian Service Awards (1996, 2004), Secretary of Defense Meritorious Civilian Service Award (1999), and a Department of the Navy Meritorious Civilian Service Award (1995).
