(DPTMS)

MISSION

The Directorate of Plans, Training, Mobilization, and Security (DPTMS) is the S2/S3 Operations staff for USAG Daegu.  The DPTMS is comprised of the Plans & Operations, Training, Security & Intelligence, and Airfield Divisions that provide specific missions and services to the community.  The DPTMS supervises the garrison staff during real world emergencies and joint-combined exercises, and through force protection measures and initiatives, helps keep the Area IV community a safe place to live and work.

The Plans & Operations Division develops and publishes base operations and community related Operations Orders (OPORD), Fragmentary Orders (FRAGO) and other documents to coordinate activities within the garrison.  It manages the Installation Operations Center (IOC) which directs wartime mission support and provides oversight for Operational Security (OPSEC); Command Ceremonies; Base Operations Taskings; Command Presence Patrol (CPP); Post Police Program; Garrison Noncombatant Evacuation Operations (NEO) Support; Force Management including annual KATUSA, KSC, and WHNS submissions; Serious Incident Reporting (SIR); and contingency planning for actions beyond armistice.

The Training Division plans, monitors, and (in some cases) conducts training required for garrison Soldiers and civilian employees.  Schedules tenant usage of garrison Multi-Purpose Training Facilities located at Camps Carroll and Walker.  Processes Training Land Requests for utilization of on installation space and facilities.

The Security and Intelligence Division provides garrison level DCIPS Security Services including Personnel Security; Information Security; Industrial Security; and Security Education, Training and Awareness (SETA).  The garrison Antiterrorism and Emergency Management programs are located within this division.  The Antiterrorism Officer (ATO) develops the Garrison Antiterrorism Plan through coordination with unit ATOs and exercises them regularly to ensure they are synchronized and executable.  The Emergency Manager develops contingency plans to counter or mitigate the effects of destructive weather; and contain civil disturbances.  The Intelligence Branch provides support to garrison antiterrorism and force protection efforts.   

The Airfield Division develops, maintains, and enforces policy and utilization for all garrison aviation facilities, airspace, flight training facilities, and remote training sites and advises the Commander, DPTMS, and other staff offices on matters pertaining to aviation safety, operations, logistics, and administration. It operates the H805 Heliport and H832 Heavy Lift Pads in addition to several outlying sites and provides flight management and ground support services that include flight monitoring and dispatch, refuel operations, and general operational oversight for rotary-winged aviation throughout Area IV.

RESERVATIONS
Non-Standard Training Areas and Airfield Training Areas – DPTMS
All non-standard training areas are scheduled on a first come first served basis. Limited training areas are available across Area IV.  USAG Daegu will support unit level training events on installation when possible.  Types of training to be conducted and equipment used will be strictly controlled.  Priority is given to aviation related operations and training events when conducted within airfield and heliport perimeters at H805, H832, or Area IV remote sites.  Non-aviation operations and training events can be scheduled but are subject to cancellation with no notice if Aviation related missions are scheduled.  Requests for Non-Standard Training Areas and Airfield Training Areas are processed through the DPTMS Training Branch at 768-8960.

*All non-standard training area requests must be submitted on the USAG Daegu/Area IV Training Land Request and must be accompanied by a signed risk assessment and proposed site layout.

Multi-Purpose Training Facilities (MPTF) (Theaters) – DPTMS
Camp Henry:  (Seating Capacity 350) Available: Weekdays from 0830 hours to 1700 hours. 
Camp Carroll:  (Seating Capacity 300) Available: Weekdays from 0830 hours to 1700 hours. 
The MPTF can be scheduled up to eight weeks out but not less than 24 hours prior. Facilities are reserved on a first come first served basis. For reservations please contact the DPTMS at 768-9174 for Camp Henry and 765-7898 for Camp Carroll, during normal duty hours: 0800-1700 Monday thru Friday (except holidays).
