Abstract: Title V of the North American Free Trade Agreement 

Implementation Act (PL 103-182) amends chapter 2 of title II of the 

Trade Act of 1974 by adding a new Transitional Adjustment Assistance

Program (NAFTA-TAA) for workers who lose their jobs because of increased

imports from or a shift of production to Mexico and Canada. Most of 

the provisions of title V are in the form of amendments to chapter 2, 

title II, of the Trade Act. While some of the provisions are not in 

the form of amendments to the Trade Act they nonetheless must be given

effect in implementing the NAFTA-TAA program. A proposed rule to amend

the regulations on the trade adjustment assistance program for workers 

was published in the Federal Register on January 17, 1995.
