Judge Bobbie J. McCartney
Deputy Chief Judge Bobbie J. McCartney has been with the Federal Energy Regulatory Commission since 1999 and was appointed to her current position in 2007. Judge McCartney has handled some of the most complex cases referred to the FERC for hearing under the Federal Power Act, the Natural Gas Act, the Interstate Commerce Act and the Energy Policy Act of 2005 as they relate to the regulation of certain electric industry activities, the natural gas industry, and transportation services provided by interstate oil pipelines.

Judge McCartney has also been an active and effective participant in the ADR process. She has extensive and diverse experience in contract and settlement negotiations, mediation, arbitration, and other forms of alternative dispute resolution and is a past recipient of the American Arbitration Association Award for her accomplishments in this area. Most recently, Judge McCartney has served as a faculty member with the National Judicial College teaching a one week intensive course on Mediation for Administrative Law Judges in Reno, NV attended by a number of State and Federal ALJs from all across the United States.

Prior to joining FERC, Judge McCartney served as the Deputy Chief Judge of the Office of Hearings and Appeals for the Social Security Administration (SSA) where she shared full responsibilities with the Chief Administrative Law Judge for managing its nationwide operation of over 1100 ALJ's in 140 Hearing Offices throughout the United States. Prior to her appointment as that position, Judge McCartney served as the Hearing Office Chief Judge of the Billings, Montana Hearing Office and later as the Hearing Office Chief Judge of the New Orleans, LA Hearing Office.

Judge McCartney also has extensive and diverse litigation experience having served as a senior trial attorney with the United States Department of Labor's Office of the Solicitor's Regional Office in Dallas, Texas where she received numerous Exceptional Achievement Awards for her work. In addition, from 1988 to 1994, she served in that office as the Counsel for Employment Standards Administration, a supervisory trial attorney position.

Judge McCartney obtained her BA from Lamar University in Beaumont, Texas, her JD from the University of Houston and her LLM from Southern Methodist University. She has also attended classes at the Universities of Oxford and London. She is a member of the Texas and Colorado Bars and has been admitted to practice before numerous state and federal courts as well as the United States Supreme Court.
