Welcome to the United States Africa Command Reserve Personnel and Resources Office Homepage. Our goal is to provide current information for Reserve Members coming to HQ Africa Command here at Kelley Barracks in Stuttgart Germany.

Mission
The Reserve Personnel and Resources Office manages Reserve Component (RC) personnel for Headquarters, US Africa Command in Stuttgart Germany.

  • We manage Individual Mobilization Augmentees (IMAs) to fill the Joint Table of Mobilization and Distribution (JTMD)
  • We coordinate limited RC orders and funding for OP-ADOS, ADSW, and man-days which are short-term tours of up to one fiscal year through each Service Component for duty at the HQ in Stuttgart Germany.
  • We establish and maintain Africa Command's RC policy
NOTE: Intelligence specialties are handled by the Intelligence and Knowledge Development (IKD) directorate (reserve.intel@africom.mil).

Making Lodging Arrangements
You or your sponsor must contact Kelley Hotel to receive a certificate of non-availability (CNA) prior to making arrangements for off-post commercial lodging. This must be done before you arrive or your FIRST day in Stuttgart. A certificate of non-availability will not be backdated and you will be forced to pay out of pocket if you do not have a CNA.

Please call or ask your sponsor to call the Kelley Hotel: DSN 421-2815/2304, commercial 011-49-711-729-2815/2304 to coordinate lodging. If you receive a CNA to reside off-post, you can reserve a commercial hotel room directly with the Kelley Hotel to ensure your rate is covered by TLA. An itemized receipt of the daily room rate and taxes and proof of payment (paid bill) is necessary for Finance to reimburse you.

Officer Joint Qualification System
Reserve officers have a path to qualify for joint credit through the self-nominative joint experience point accrual path using the Joint Qualification System (JQS). Effective 1 Oct 07 under NDAA 07, joint officer management (JOM) allows Reserve Component (RC) officers a path to receive joint credit in the JQS based upon experience-based joint duty assignments (E-JDAs). E-JDAs are assignments and experiences that demonstrate an officer’s mastery of knowledge, skills, and abilities in joint matters. The JQS applies to Active Component (AC) and RC officers. RC officers are eligible for award of retroactive joint duty credit for service in designated qualifying joint assignments that were in effect from 1 Oct 86, until 30 Sep 07, including non-Joint Duty Assignment List (non-JDAL) RC billets in OSD, the Joint Staff, Combatant Command HQs, and Defense Agencies HQs. This includes joint credit for Desert Shield/Desert Storm and for service in designated Joint Task Forces (JTFs). Based on Change 2, to DODi 1300.19; Reserve Component officers have until 30 Sep 2013 to submit for retroactive credit for their joint experience.

Advanced Joint Professional Military Education (AJPME)
The AJPME course is a 40-week, blended learning program consisting of two distance learning (DL) phases and two face-to-face (F2F) periods. During the DL phases, students participate in asynchronous group activities and seminar exercises. The online activities are designed to require approximately four to six hours per week. Students must complete assigned lessons during scheduled one-or two-week periods. However, there is no requirement to be on line at any specific time; students work at times most convenient for them. To apply for AJPME, you must be an O-4 through O-6 assigned to a joint duty position, have credit for JPME I obtained through your service’s resident or non-resident Intermediate-Level Colleges (ILC), possess a current Secret clearance or higher, and be selected by your Service.

How does a Reserve Member obtain credit for retirement?
A reservist must attain at least 50 retirement points each Anniversary Year (AY) or each Retirement Year Ending (RYE) date to get a "good year" for retirement; each person's anniversary date is different. If a service member earns less than 50 points, the points count toward retirement pay, but the number of years for retirement do not advance. Also, you may be subject to removal for failure to participate satisfactorily. Reservists get one "active" retirement point per day when they are on orders (i.e. annual training, ADOS, mobilization, active duty schooling) and one "inactive" retirement point for each four-hour drill; up to 2 points per day and 48 drills per year. Reservists can also earn inactive retirement points for correspondence courses and 15 inactive points for belonging to a unit. By law, since 30 July 2007, a reserve member can earn up to 130 inactive points, but no more than 365 (366) active and inactive points each anniversary year.

TriCare Reserve Select
All Selected Reserve members (Drilling Reserve or National Guard, TPU, and IMAs) are eligible for TriCare Reserve Select (TRS), a low-cost health insurance program. Premium costs and other out of pocket expenses for annual deductible and cost-share apply. TRS can be purchased at any time. To receive initial coverage or to continue coverage, you will need to log in to the TRS Web Portal and sign in as RC Member, complete the enrollment form and send it along with your first month payment to TriCare to be enrolled. Reserve Liaison Officers (RLOs)
This note is for assigned IMAs. For increased accountability and better coordination for exercises and training, it is important for IMAs to work through the Reserve Liaisons in each Directorate to ensure IMAs are meeting the needs of the directorate. IMAs need to use their Reserve Liaisons to get FY training plans approved and to submit training requests. Please also keep them updated with your current address, phone number, and e-mail. If you do not know who your Directorate's Reserve Liaison is, please contact one of the Africa Command Program Managers.

Address Update on Reserve Record
Assigned IMAs must maintain a current address on their reserve record. Your address should be where you actually live, not where you are on orders; this address affects travel entitlements. The address verification/update process is simple: please use your AKO name and password to login to the HRC My Record Portal (External Link), click on “Reserve Record,” and select edit or verify “Contact Information.”

**HOT** New Annual Requirement: Periodic Health Assessment (PHA)
The PHA is now an annual requirement for all Army Reserve Soldiers and replaces the 5-year periodic physical exam.
Logon to AKO. Go to Self Service, then to My Medical. Click on My Medical Readiness.

Career management is now provided according to branch and career-field designation. Instead of serving specific geographical areas as before, teams now serve Soldiers according to their branches and military occupational specialties and continue to provide world-class service to Soldiers while transforming as an organization.
