Joy M. White, a member of the Senior Executive Service, is the Director of Contracting, Space and Missile Systems Center, Los Angeles Air Force Base, Calif. She advises the Program Executive Officer for Space Programs on acquisition strategy, contract execution, and contracting policy and procedures. Ms. White is responsible for more than 600 contracts valued at $60 billion and the career development and training for more than 250 military and civilian contracting professionals.

Ms. White entered the federal service in 1985 as a Copper Cap contracting intern at the Space and Missile Systems Center. During her five-year internship, she provided contract execution support to a variety of space programs. Ms. White earned her contracting officer warrant at the conclusion of her internship and was a contracting officer for the Global Positioning System. In 1992, she transferred to the Office of the Assistant Secretary of the Air Force for Acquisition, Washington, D.C., serving an eight-year tenure in a variety of positions. She gained hands-on experience in law and regulatory analysis; spearheaded two joint service committees; and spent several years in the Systems Acquisition Division, advising senior level acquisition officials on a wide range of strategies for programs including Global Hawk, Predator, F-15, Evolved Expendable Launch Vehicle and GPS.

Prior to her current position, Ms. White was the Deputy Director of Contracting for the Missile Defense Agency. She guided a cadre of more than 200 contracting professionals, located at five geographically separate locations, in the execution of contracts totaling nearly $9 billion annually. During her tenure, she managed a major personnel expansion and realignment in the MDA Contracting Directorate, and facilitated the transition of Ballistic Missile Defense System-related contracts previously executed by other Department of Defense activities to MDA. Ms. White also served as the MDA Competition Advocate, ensuring all agency contract actions were executed in accordance with statutory and regulatory requirements. She provided acquisition advice to senior leadership with frequent interaction with the Office of the Secretary of Defense and congressional staff offices.
