Bobby W. Smart, a member of the Senior Executive Service, is Director of Policy and Resources, Office of Warfighting Integration and Chief Information Officer, Office of the Secretary of the Air Force, Washington, D.C. He is responsible for developing the strategic program and capital investment strategy for all Air Force information technology and national security systems. These responsibilities include integrating, analyzing and defending the command, control, communications and computer, intelligence, surveillance and reconnaissance portfolio comprising 200 programs with a $17 billion budget. He directs all Air Force information technology transformation activities and provides policy and governance oversight for Air Force information technology and national security systems. Mr. Smart is the Air Force Chief Architect, responsible for developing and applying the Air Force enterprise architecture as a guide for system development. He is also the C4 representative on the Air Force Corporate Board.

Mr. Smart, a native of Tallassee, Ala., began his career in the  Air Force in 1972 after receiving his commission through the ROTC program and graduating from the University of Alabama. Mr. Smart has been assigned to theater air control system units in the Air Combat Command and U.S. Air Forces in Europe and the Pacific. He has held four command positions, commanding both tactical air control and air defense organizations. He retired from the Air Force in the rank of colonel in March 2002 after 30 years active duty. Prior to assuming his current position, Mr. Smart was the Associate Director of Programs, Deputy Chief of Staff for Strategic Plans and Programs, Headquarters U.S. Air Force. He was appointed to the Senior Executive Service in 2004.
