Brigadier General Richard L. Stoner is deputy director for plans, concepts and analysis, J-4, Organization of the Joint Chiefs of Stuff, Washington, D.C.
General Stoner was born in 1936, in Hagerstown, Md., where he graduated from high school in 1954. In 1964 he earned his undergraduate electrical engineering degree from the Air Force Institute of Technology at Wright-Patterson Air Force Base, Ohio. He completed his master's degree in electrical engineering through the Air Force Institute Technology program at New Mexico State University in 1972. The general also is a 1979 graduate of the Air War College at Maxwell Air Force Base, Ala.
He received his commission and navigator rating in 1957 through the aviation cadet program at Harlingen Air Force Base, Texas. His first duty assignment was with the 1st Air Transport Squadron, Dover Air Force Base, Del., as a line navigator on C-124s and C-133s. In June 1962 he moved to Wright-Patterson Air Force Base to obtain his undergraduate degree and remained there as a flight test engineer assigned to what is now the 4950th Test Wing.
From May 1969 to June 1970 General Stoner served in the Republic of Vietnam, where he flew 160 combat missions as a navigator and fire control officer on AC-119G gunships assigned to the 17th Special Operations Squadron at Tan Son Nhut Air Base. Returning to the United States, he was then assigned to Headquarters Air Weather Service, Scott Air Force Base, Ill., as an electronics engineer involved in airborne weather radars.
After attending New Mexico State University, he transferred to the Ogden Air Logistics Center at Hill Air Force Base, Utah, in January 1973, as chief of the Missile System Engineering Section in the Directorate of Materiel Management. From August 1975 until July 1976 General Stoner was commander of the 2952nd Combat Logistics Support Squadron, also located at the Ogden Air Logistics Center. The general then served as director of engineering services in the newly formed Air Force Acquisition Logistics Division at Wright-Patterson Air Force Base until August 1978, when he entered the Air War College. After graduation he returned to the Ogden Air Logistics Center, first as chief, Engineering Division in the Directorate of Materiel Management, then from July 1980 to June 1981 as chief of the Resources Management Division in the Directorate of Maintenance.
Transferring to the Oklahoma City Air Logistics Center at Tinker Air Force Base, Okla., General Stoner was director of maintenance, responsible for executive management of the Air Force's largest depot Maintenance complex. In February 1983 he was assigned to the Office of the Deputy Chief of Staff for Logistics and Engineering at Air Force headquarters, first as deputy director for logistics plans and programs, then, in June 1984, as director of maintenance and supply. He assumed his present duties in August 1986.
The general is a master navigator with more than 6,000 flying hours. His military decorations and awards include the Legion of Merit with oak leaf cluster, Distinguished Flying Cross, Meritorious Service Medal with two oak leaf clusters, Air Medal with eight oak leaf clusters and Air Force Commendation Medal.
He was promoted to brigadier general July 1, 1984, with date of rank Oct. 1, 1983.
