Ms. Kelli L. Seybolt, a member of the Senior Executive Service, is the Director of Strategy, Operations and Resources, Office of the Deputy Under Secretary of the Air Force (International Affairs), the Pentagon, Washington, D.C. She is responsible for the development and execution of the Air Force Global Partnership Strategy and Campaign Support Plan in support of the Building Partnerships Capability Portfolio. She also provides oversight for the planning, programming, budgeting, and execution of operations and maintenance; research, development, test and evaluation; and foreign military sales budgets to support the security cooperation community and U.S. national security objectives. Ms. Seybolt provides expertise on political-military issues; global engagement strategies; partner nation air, space and cyberspace capabilities; and assessment of Air Force partnership strategy.

Ms. Seybolt has broad experience in public, interagency and international affairs with a specific emphasis on space policy. She began her federal career as a Presidential Management Intern at the U.S. Department of State, Washington, D.C., addressing policy issues related to the overseas diplomatic posts. During her Internship she participated in rotational assignments at the Congressional Research Service Government Affairs Division and NASA's Office of External Affairs advancing international space cooperation and activities with Russia and China.

Ms. Seybolt later served as the external affairs officer for the National Polar-orbiting Operational Environmental Satellite System Integrated Program Office, and senior policy adviser to the Deputy Assistant Secretary of the Air Force for Space Plans and Policy. As the Branch Chief for International Space Cooperation within the Office of the Deputy Under Secretary of the Air Force for International Affairs, Ms. Seybolt led negotiations of a $6 billion Memorandum of Understanding for the joint acquisition of Wideband Global Satellite communications system. She completed a year as Air Force Fellow at the RAND Corporation, and then served as Division Chief for Space and Cyberspace Cooperation, Office of the Deputy Under Secretary of the Air Force for International Affairs.
