Brigadier General Richard G. Rumney is the principal deputy to the director of the Intelligence Community Staff, and also the acting chief, Collection and Processing Assessment Division of the ICS. (The ICS is colocated with the Director of the Intelligence Community at Central Intelligence Agency, Langley, Va.)
General Rumney was born in 1926, at Woodbury, N.J., and graduated from Pitman High School, Pitman, N.J., in 1943. He is a graduate of the U.S. Military Academy, West Point, N.Y., 1949, where he received a bachelor of science degree in military engineering and was commissioned as a second lieutenant in the U.S. Air Force.
General Rumney received a master of arts degree from Columbia University in 1955, and a master of science degree in instrumentation engineering and a degree in aeronautical and astronautical engineering from the University of Michigan in 1960. He is also a graduate of the National War College, 1970.
General Rumney completed navigation and radar bombardment training at Mather Air Force Base, Calif., in April 1950. Following three years operational experience in the Strategic Air Command and the Far East Air Forces, General Rumney took postgraduate work at Columbia University from 1954 to 1955, and was an instructor in physics and chemistry at the U.S. Military Academy, West Point, N.Y., from 1955 to 1958. He attended the University of Michigan from 1958 to 1960 and was then assigned as project officer in the Weapon Systems Planning Office with the Space Systems Division in Los Angeles, Calif.
From 1963 to 1967 he was associate professor of astronautics at the U.S. Air Force Academy, and from 1967 to 1969 he served as deputy director, West Coast Study Facility at Los Angeles Air Force Station. Following this assignment, he entered the National War College and after graduation in 1970 was assigned as deputy for technology at Air Force Space and Missile Systems Organization.
He served in Southeast Asia as director of technical operations, Task Force Alpha, Military Assistance Command Vietnam, and later as deputy director of targets, 7th Air Force from June 1971 until January 1972. General Rumney returned to Los Angeles and served as the chief of staff for SAMSO until August 1974. He then was assigned to a career-broadening position as deputy chief of staff, personnel, Headquarters Air Force Systems Command, Andrews Air Force Base, Md., until July 1975.
General Rumney assumed his present position as the principal deputy to the director of ICS and also the acting chief of the collection and processing division of ICS in July 1975.
General Rumney was elected to the Honorary Scholastic Society of Phi Kappa Phi for his graduate work at the University of Michigan.
He is a master navigator and wears the Master Missileman Badge. His military decorations and awards include the Legion of Merit, Meritorious Service Medal with oak leaf cluster and the Air Force Commendation Medal with oak leaf cluster.
