Richard K. Hartley, a member of the Senior Executive Service, is Deputy Assistant Secretary for Cost and Economics, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, Washington, D.C. Mr. Hartley is responsible for directing the Air Force cost and economic analysis programs. He is Executive Director of the Air Force Cost Analysis Agency, Chairman of the Air Force Cost Analysis Improvement Group and serves as Chairman of the Investment Subcommittee of the Air Force Services Organization Board of Directors.

Mr. Hartley began his career in 1985 as a cost analyst and industrial engineer in the Cost Analysis Division, Naval Air Systems Command, Washington, D.C. He later moved to AFCAA in Arlington, Va., where, as Chief, Space Systems Division, he managed the Air Force-wide program for space independent estimating and data collection as well as modeling development programs. In 1995, he was assigned to the Directorate of Cost Analysis, Deputy Assistant Secretary of the Air Force for Cost and Economics. As Chief, AFCAIG Support Division, and Chief, Force Structure Costing Division, he planned and directed analysis to evaluate total Air Force requirements. Mr. Hartley was then promoted to Deputy Director of the directorate, establishing policies and principles of the Air Force-wide cost analysis program, and providing direct decision support to the Air Force Corporate Board, the Secretary of the Air Force and the Chief of Staff of the Air Force.

Prior to his current position, Mr. Hartley served in the Senior Intelligence Service as Director, National Reconnaissance Office Cost Group, Chantilly, Va., where he led NRO, Department of Defense and intelligence community management-directed analysis and studies and production of affordability assessments, long-range planning, major acquisition program source selections and program estimates to completion. He administered the NRO's principal program cost and technical database and served as liaison for information exchange with other government and industry estimating organizations. Mr. Hartley founded and led the NRO's government and industry cost integrated process team and is credited with establishing and implementing reporting criteria for the NRO's Independent Cost Estimate performance.
