Lieutenant General Robert H. Ludwig is deputy chief of staff, command, control, communications and computers, Headquarters U.S. Air Force, Washington, D.C. He is responsible for establishing policy for communications and computer systems throughout the Air Force.
General Ludwig was born in 1936, in Minneapolis and graduated from South High School, Denver, in 1954. He earned a bachelor of science degree in aeronautical engineering from the University of Colorado in 1958 and a master's degree in systems management from the University of Southern California in 1963. The general has completed Squadron Officer School, Air Command and Staff College, Air War College and the Stanford Executive Program at Stanford University.
The general was commissioned through the Air Force Reserve Officer Training Corps program and entered active duty in June 1958. After completing the Communications-Electronics Officer Course at Keesler Air Force Base, Miss., in June 1959, he was assigned to the 682nd Aircraft Control and Warning Squadron, Almaden Air Force Station, Calif. In February 1960 he transferred to the 1st Mobile Communications Squadron, Airways and Air Communications Service, Johnson Air Base, Japan. The unit later moved to Clark Air Base, Philippines.
He was assigned to Headquarters Strategic Air Command, Offutt Air Force Base, Neb., as a communications-electronics staff officer in 1964. Four years later he became commander of the 2129th Communications Squadron, Ching Chuan Kang Air Base, Taiwan. Upon his return from Taiwan in 1969, the general was assigned to the Philippines as communications adviser to the Philippine air force.
General Ludwig returned to the United States in 1974 and was assigned as chief of the Mission Performance Division, Air Force Communications Service Headquarters, Richards-Gebaur Air Force Base, Mo. In 1976 he became commander of the 1960th Communications Squadron, Kirtland Air Force Base, N.M., and in 1978 he transferred to Andrews Air Force Base, Md., as the 2045th Communications Group commander. In July 1980 he was assigned as commander of the 1931st Communications Group, Elmendorf Air Force Base, Alaska.
From July 1982 until May 1984 he was deputy chief of staff for communications-electronics, Headquarters Pacific Air Forces, and commander of the Pacific Communications Division at Hickam Air Force Base, Hawaii. The general then became deputy chief of staff for information systems, SAC headquarters, and concurrently served as commander of the Strategic Information Systems Division of the Air Force Communications Command, also at Offutt. In September 1986 he became assistant chief of staff, systems for command, control, communications and computers, Air Force headquarters. In May 1989 he became commander of Air Force Communications Command, with headquarters at Scott Air Force Base, Ill. He assumed his present position in November 1990.
The general's military awards and decorations include the Distinguished Service Medal, Legion of Merit with two oak leaf clusters, Meritorious Service Medal with two oak leaf clusters, Joint Service Commendation Medal, Air Force Commendation Medal with oak leaf cluster, Vietnam Service Medal with two service stars, Humanitarian Service Medal, Republic of Vietnam Gallantry Cross with Palm, and Republic of Vietnam Campaign Medal.
He was promoted to lieutenant general Nov. 1, 1990, with same date of rank.
