Major General Jessup D. Lowe commands the Space and Missile Test Center, Air Force Systems Command, Vandenberg Air Force Base, Calif. SAMTEC manages research and development testing of space and missile systems and insures that the nation's capability to test these systems is of the highest quality.
General Lowe was born in Ogdensburg, N.Y., in 1920, attended grade school in La Grange, Ill., and graduated from high school in Wyoming, Ohio, in 1938. He graduated from the U.S. Military Academy at West Point, N.Y., in January 1943. While at the academy, he completed pilot training at Randolph and Ellington Fields, Texas, in 1942.
During World War II, General Lowe was a member of the Eighth Air Force and flew B-17 aircraft in the European Theater of Operations. At the end of the war, he was assigned briefly to Wright Field, Ohio, and then attended the guided missile course at the University of Michigan, earning a master's degree in aeronautical engineering in 1948.
He was then assigned to the staff of the Air University at Maxwell Air Force Base, Ala., and during this assignment attended Air Tactical and Air Command and Staff schools. He went to Patrick Air Force Base, Fla., in 1951 where he became chief, Technical Systems Laboratory. In March 1954 he was assigned to the Directorate of Research and Development, Headquarters U.S. Air Force, where he worked with the missile development programs for four years.
In April 1958 he was transferred to the Air Force Ballistic Missile Division in Inglewood and Los Angeles, Calif., as chief of the Space Systems Division and later became director of advanced planning, Directorate of Military Space Systems.
General Lowe went to Paris, France, in 1959, and was assigned as assistant to the Air Force member, Mutual Weapons Development Team. He returned to Headquarters U.S. Air Force in 1962 as Deputy Director for Systems, Office of Space Systems, in the Office of the Secretary of the Air Force. He attended the National War College in 1964-1965.
In June 1965 General Lowe went to Headquarters Air Force Systems Command, Andrews Air Force Base, Md., as assistant deputy commander for space and in 1967 became director of space systems. He was assigned as commander of the Air Force Satellite Control Facility at Los Angeles Air Force Station, Calif., in July 1967. He became commander of the Arnold Engineering Development Center, Arnold Air Force Station, Tenn., in July 1969.
General Lowe assumed duties as commander of the Space and Missile Test Center, Air Force Systems Command, at Vandenberg Air Force Base, Calif. in August 1971.
His military decorations and awards include the Legion of Merit, Distinguished Flying Cross, Air Medal with two oak leaf clusters and Bronze Star Medal.
He was promoted to the grade of major general effective March 1, 1972, with date of rank Aug. 1, 1968.
