Brigadier General Hubert O. Johnson Jr., is director of facilities management in the Office of the Assistant Secretary of Defense (Installations and Logistics). He is responsible for policy formulation, plans, programs, management and surveillance of execution on a worldwide basis of: the maintenance, operation and repair of Department of Defense real property; the fiscal and physical resources of DOD military family housing; the acquisition, management and disposal of military lands and facilities; and the management of DOD natural resources.
General Johnson was born in 1921, in Houston, Texas. He received a bachelor of science degree in engineering administration in 1946 and master of engineering degree in civil engineering in 1955 from the Agricultural and Mechanical College of Texas, College Station, Texas. He received a commission as a second lieutenant in the U.S. Army Air Corps Reserve in June 1941 through the Reserve Officers Training Corps.
From July 1941 to August 1942, he served as assistant post adjutant, Mobile Air Depot, and later as headquarters squadron commander for the 7th Air Depot Group, at Brookley Field, Ala. During World War II, he served in the European Theater of Operations from August 1942 to July 1945 as adjutant, 27th Air Transport Group, and chief of personnel and adjutant general for the 302d Transport Wing. He was released from active military duty in April 1946. He completed his undergraduate studies and then entered the construction business.
General Johnson returned to active duty during the Korean War in December 1951, as director of administration, Fourteenth Air Force, Robins Air Force Base, Ga. From June 1952 to May 1955, he served as an Air Force ROTC instructor at A&M College of Texas. He next was assistant director of manpower and organization, and later director of plans and programs for the Aviation Engineer Force at Wolters Air Force Base, Texas.
In June 1956 he went to France and served as a resident engineer for the Joint Construction Agency and in June 1957 became director of engineering and construction to the deputy chief of staff for civil engineering, Headquarters Seventeenth Air Force, Libya. From January 1959 to August 1960, he served as director of project management for the deputy chief of staff for installations at Headquarters Third Air Force, England.
General Johnson was assigned to Headquarters U.S. Air Force, Washington, D.C., in August 1960 as chief, Master Planning Branch, Directorate of Civil Engineering. In July 1963 he was assigned to the Office of the Secretary of the Air Force where he served as assistant for engineering and then assistant for maintenance and construction to the deputy assistant secretary of the Air Force (Installations).
In August 1968 he returned to England and the Third Air Force at Royal Air Force Station Northholt as deputy chief of staff for civil engineering. He was named deputy chief of staff for civil engineering, U.S. Air Forces in Europe, at Lindsey Air Station, Germany, in June 1970. He became deputy chief of staff for civil engineering, Air Force Logistics Command at Wright-Patterson Air Force Base, Ohio, in July 1971.
General Johnson was appointed director of facilities management, Office of the Deputy Assistant Secretary of Defense (Installations and Housing), Office of the Assistant Secretary of Defense (Installations and Logistics) in February 1973.
His military decorations and awards include the Legion of Merit with two oak leaf clusters, Air Force Commendation Medal, and the French Croix-de-Guerre with Silver Star. He was awarded the Silver Beaver by the National Capital Area Council, Boy Scouts of America, for distinguished service to boyhood, 1964. He is a registered professional engineer with the State of Texas, a fellow of the American Society of Civil Engineers, and a member of the National Society of Professional Engineers and is the national president of the Society of American Military Engineers, 1973-1974.
He was promoted to the grade of brigadier general effective Jan. 1, 1972, with date of rank Dec. 31, 1971.
