Major General Wayne O. Jefferson Jr. is deputy director for defense-wide C-3 support, Command, Control and Communications Systems Directorate, Organization of the Joint Chiefs of Staff, Washington, D.C.
General Jefferson was born in 1937, in Gainesville, Fla., and graduated from Woodrow Wilson High School, Washington, D.C., in 1955. He earned a bachelor of science degree as a distinguished graduate of the U.S. Air Force Academy in 1959. He received master's degrees in business administration from Auburn University in 1970 and operations research from Stanford University in 1973, with doctoral studies at the Stanford Graduate School of Business in the field of decision sciences. The general completed Air Command and Staff College as a distinguished graduate in 1970, the National War College in 1976 and attended the Senior Managers in Government Program at Harvard University in 1985.
After graduating from the academy, he attended pilot training at Bainbridge Air Base, Ga., and Laredo Air Force Base, Texas, from June 1959 to September 1960. Upon completing combat crew training at Castle Air Force Base, Calif., in February 1961, he served as a Strategic Air Command B-52D co-pilot at Fairchild Air Force Base, Wash.
In March 1963 General Jefferson was selected as an Olmsted scholar and studied electronics at the Institute of Technology, Munich, West Germany, until September 1965. All studies were conducted in German. He flew T-33s with the German air force at Furstenfeldbruck Air Base during those two years. He then transferred to the Bomber Test Branch, Air Force Special Weapons Center, Kirtland Air Force Base, N.M., and served as a B-52 commander, B-47 pilot and T-33 instructor pilot during that tour of duty.
The general went to the Republic of Vietnam in August 1968 as aircraft commander, lead pilot and targeting officer with the 12th Special Operations Squadron, "Ranch Hand." He flew 328 combat hours in UC-123s from Bien Hoa and Da Nang air bases.
Upon returning to the United States in August 1969, General Jefferson completed Air Command and Staff College. From July 1970 to September 1971 he taught economics and management at the Air Force Academy, then attended graduate school at Stanford University. In September 1973 he returned to the academy as chairman for economics and management instruction, and deputy head of the economics, geography and management department. He also taught statistics and operations research during that period.
He was assigned to the National War College in July 1975 as director of simulations and case studies, Department of Military and National Security Affairs. While there the general completed the course of instruction, focusing on foreign policy formulation.
From July 1976 to April 1978 General Jefferson was assigned to the Directorate of Plans, Headquarters U.S. Air Force, Washington, D.C., as deputy assistant director, and then assistant director, of plans for strategy development and analysis. He was responsible for developing top-level Air Force positions on U.S. military strategy and national defense policy. In April 1978 he became the first assistant deputy director of plans for force capability integration, in charge of the newly established Mission Area Analysis Program.
The general was assigned as vice commander of the 319th Bombardment Wing, Grand Forks Air Force Base, N.D., in April 1979. He took command of the wing in May 1980 and guided its development into a prime unit of the new Strategic Projection Force. General Jefferson then transferred to Headquarters Strategic Air Command at Offutt Air Force Base, Neb., where he served from August 1981 to February 1982 as assistant for plans and policy, Office of the Deputy Chief of Staff for Plans; then as director of command control, Office of the Deputy Chief of Staff for Operations. In January 1983 General Jefferson was named assistant deputy chief of staff for operations.
In June 1984 the general was assigned to the Organization of the Joint Chiefs of Staff as deputy director for command, control and communications connectivity and evaluation, Command, Control and Communications Systems Directorate. In June 1986 he became head of the Communications and Information Systems Division, International Military Staff, North Atlantic Treaty Organization, Brussels, Belgium. In this capacity he was responsible for developing NATO's highest-level communications and information systems policy. He assumed his present duties in April 1988.
The general is a command pilot and navigator with more than 4,450 flying hours. His military decorations and awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit with oak leaf cluster, Distinguished Flying Cross, Meritorious Service Medal, Air Medal with five oak leaf clusters, and Air Force Commendation Medal. In 1968 General Jefferson was listed in Outstanding Young Men of America.
He was promoted to major general July 1, 1986, with same date of rank.
