To promote awareness of the DoD IG’s role in overseeing the Department’s Recovery Act expenditures, the DoD IG has developed and is in the process of implementing a Recovery Act training and outreach program. 

The Defense Criminal Investigative Service (DCIS), the law enforcement investigative arm of the DoD IG, has been working collaboratively with the Office of the Deputy Inspector General for Auditing to develop a plan to educate federal, state, and local employees and contractors about the Recovery Act and the role of the Department in supporting the goals of the Act – to create and save jobs, jumpstart the economy, and build a foundation for long-term economic growth. 

In addition, the DoD IG’s plan emphasizes the prevention and reporting of fraud, waste, abuse, and corruption on Recovery Act funded contracts and grants; and the individuals’ responsibilities with respect to prompt reporting of criminal activity involving the use of Department and, more specifically, Recovery Act funds. 

Training Plan

The DoD IG will provide training to DoD military installations, agencies, private entities, and individuals who are receiving or involved in the award, administration, and execution of Recovery Act contracts.  To prioritize the targeted audience into manageable groups, the DoD IG will use a phased approach which incorporates possible risk factors as determined by a predictive analytical modeling approach developed by DoD IG Audit.  The risk factors include the types of projects and the project locations.  The four phases are as follows:

• Phase I – DoD Military Installations and Commands, and Defense Agencies
• Phase II – U.S. Property and Fiscal Offices
• Phase III – U.S. Corps of Engineers District Offices
• Phase IV – Private Entities and Award Recipients

Utilizing this approach allows the DoD IG to efficiently and effectively reach out to DoD locations in an expeditious manner to promote the Recovery Act; and to target locations that could potentially be most vulnerable to fraud and/or have the greatest impact on the Department.

The DoD IG will conduct joint training and outreach sessions with the military criminal investigative organizations (MCIO):  U.S. Air Force Office of Special Investigations, U.S. Army Criminal Investigative Command, and the Naval Criminal Investigative Service).  Combining resources with the MCIOs and maximizing intra-agency and interagency cooperation will further the Department of Defense’s effort in ensuring that the Recovery Act funds are invested in our country’s future, specifically, preserving and creating American jobs, caring for U.S. Service members and their families, and improving DoD energy efficiency.

DCIS Hosts Conference on Recovery Act Funds Oversight

August 28, 2009 – Special agents from the Defense criminal investigative organizations recently attended a two-day Recovery Act Conference sponsored by the Defense Criminal Investigative Service. The conference was held at the Department of Defense Inspector General headquarters in Arlington, VA, August 25-26, 2009.  DoD Deputy Inspector General for Investigations James Burch opened the conference and welcomed the attendees.  In addition to DCIS, other agencies participating in the conference included the Air Force Office of Special Investigations, the Army Criminal Investigation Command, and the Naval Criminal Investigative Service. Presentations were made by representatives from the Recovery Accountability and Transparency Board, the U.S. Department of Justice Antitrust Division, the Naval Facility Engineering Command Office of Inspector General, and the U.S. Army Legal Services Procurement Fraud Branch.   Also making presentations were representatives from Internal DoD IG components including the Office of Auditing, the DoD Hotline, the Investigative Policy and Oversight Contractor Disclosure Program, and the DCIS Asset Forfeiture Program.  The objectives of the conference were to provide the attendees with an overview on the DoD IG's role in providing oversight on the expenditures of DoD Recovery Act funds, to kick off the DCIS Recovery Act Outreach Initiative, and to offer the attendees an opportunity to network and exchange ideas for joint investigative efforts as they relate to the Recovery Act.
