Our Priority Mail Open and Distribute® service expedites the transportation of bulk mailings by using Priority Mail® to quickly send the mailings to a Destination Delivery Unit for processing. Because it has a special bar-coded label, you can use USPS.com to track the shipment.

Just prepare your mailing according to the standards for the enclosed class of mail, put it into a USPS-approved container, include the appropriate tag or label, and bring it to a USPS® Network Distribution Center, Sectional Center Facility, or Destination Delivery Unit. Then, we base the postage price on the weight of its contents (excluding the tare weight of the external container) and regular Priority Mail® distance-based prices, so you can move your mailings faster at a reasonable cost.

Businesses qualify for this pricing by…

  • Printing a label with postage on USPS.com®.
  • Using an approved PC Postage provider.
  • Using a permit imprint when a postal routing barcode matching the destination ZIP Code is on the mailpiece. Flat-shaped mailpieces with permit imprints may bear a POSTNET or Intelligent Mail barcode instead of the postal routing barcode.
  • Priority Mail Open and Distribute customers using permit imprint when a Service barcode containing a unique service type code 55 is on the address label.
  • Customers who pay postage using information-based indicia (IBI) postage meters in conjunction with an approved shipping label that bears a confirmation services barcode with a postal routing code.
  • Customers using USPS-approved IBI postage meters that print the IBI with the appropriate price marking ("Commercial Base Price," "Commercial Base Pricing," or "ComBasPrice") and who electronically transmit transactional data to the USPS and use an approved Priority Mail shipping label.
  • Permit holders using Merchandise Return Service (MRS) for Priority Mail mailpieces when all MRS requirements are met.

  • Registered end-users of USPS-approved PC Postage products who qualify for commercial base prices and whose account volume exceeds 100,000 pieces in the previous calendar year or who have a customer commitment agreement with the USPS.
  • Permit imprint customers who qualify for commercial base prices and whose account volume exceeds 100,000 pieces in the previous calendar year or who have a customer commitment agreement with the USPS.
  • Priority Mail Open and Distribute (PMOD) customers who qualify for commercial base prices and whose account volume exceeds 600 PMOD containers in the previous calendar year or who have a customer commitment agreement with the USPS.
  • Permit holders using Merchandise Return Service for Priority Mail items who qualify for commercial base prices and whose account volumes exceed 100,000 pieces in the previous calendar year or who have a customer commitment agreement with the USPS.

Commercial plus prices are available for new Priority Mail customers who have a customer commitment agreement with the USPS.
