Joseph Siegelman is the Chief of the U.S. Office of Special Counsel (OSC), San Francisco Bay Area Field Office (SFBAFO), Oakland, California. He joined OSC’s prosecution division in 1982 after private practice and served as OSC’s Senior Trial Attorney from 2009-2012. Mr. Siegelman has represented OSC before the Merit Systems Protection Board in numerous significant prohibited personnel practice cases, including its first successful whistleblower reprisal prosecution, Special Counsel v. Hoban, and received the Special Counsel’s Award for Outstanding Service. Mr. Siegelman obtained his J.D. from the University of California Law School (formerly Boalt Hall), where he was a member of the California Law Review, and his B.B.A with highest honors from the University of Texas, El Paso. He is a member of both the California and Hawaii bars.
