SEOUL, Republic of Korea -- U.S. Forces Korea Brig. Gen. Robin B. Akin and Republic of Korea Brig. Gen. Seo Gwi-Chel participated in a signing ceremony Dec. 14 to solidify the roles and responsibilities of the Combined Transportation Movement Center.

Akin is the U.S. Forces Korea chief of logistics and Seo is commanding general of the Republic of Korea Transportation Command. 

The signing of the detailed operating procedure document will ensure that critical roles and responsibilities are clearly defined in the areas of planning, monitoring and executing the mission along all highways, rail lines, and aerial and sea ports in the Korean theater. 

The document will serve to streamline logistical operations upon activation of the movement center in times of crisis.   

The center will be formally stood up during a large-scale exercise in 2012.  Working with all service components and numerous support agencies on both the U.S. and Korean sides, it will serve as the primary coordination center for the movement of all assets in the Korean theater.

The center was originally established by U.S. Army logistics in 1958 and activated at U.S. Army Garrison Yongsan in September 1963.  In June 1982, construction began at its new location at the transportation command. 

Construction was completed, and the operation moved to its new location, in July 1984.  Since then, the center has operated with a combined force of Korean and U.S. logistics officers and non-commissioned officers.  

It serves as the single manager of all intra-theater surface movements, lines of communication and theater-level transportation in the Korean theater during contingencies and wartime.
