Water Resources Development Act (WRDA) of 2010

The House is currently accepting project requests for the Water Resources Development Act (WRDA) of 2010. Currently, the Hamilton Dam on the Flint River in Flint, Michigan is authorized under Section 5003 of H.R. 1495, the Water Resources Development Act of 2007 (P.L. 110-114). Congressman Kildee has submitted the following member requested priority projects for consideration in this authorization bill in an effort to address the “high hazard” potential of both Hamilton Dam and the Flint River Flood Control Project, also known as “Chevy in the hole.”

1) A modification to Section 5003 such that the total authorization is $22 million, with $10 million being specifically authorized for Hamilton Dam.

2) A modification of the definition of Section 216 to include Hamilton Dam in the overall project definition. *Section 216 of the Flood Control Act of 1970 is a standing authority that allows the Army Corps of Engineers to review the operation of completed projects and recommend project modifications.

3) A modification to the Flint River Flood Control Project (Chevy in the hole) that would authorize the Army Corps to proceed with construction on this project, as well as Hamilton Dam contingent upon a favorable Corps’ Chief’s Report.

*At the conclusion of a 216 study, based on the results of a favorable Chief’s Report, any project requires construction authority.
