The U.S. Department of Housing and Urban Development (HUD) is the federal agency responsible for national policy and programs that address the country’s housing needs.   HUD is a pivotal USICH partner in the effort to prevent and end homelessness. Through HUD’s targeted homeless programs, its mainstream housing and community development programs, and collaboration with both the Department of Veterans Affairs and the Department of Health and Human Services, HUD works to house the most vulnerable of the nation’s population while supporting community growth.

HUD currently manages seven targeted programs that directly address homelessness. Three of these programs –  the Supportive Housing Program, Shelter + Care, and the Section 8 Moderate Rehabilitation for Single Room Occupancy Dwellings  – are competitively awarded through the annual Continuum of Care (CoC) competition.   (See Continuums of Care 101 for more information.) The passage of the Homeless Emergency and Rapid Transition to Housing (HEARTH) Act in May 2009 reauthorized the McKinney‐Vento Homeless Assistance Act with substantial changes, including a consolidation of these three programs into one program – the Continuum of Care Program.  These changes will not go into effect until HUD has issued final regulations.  (For more information on HEARTH implementation, visit the HUDHRE.)

HUD also provides formula grant assistance directly to states and service providers through the Emergency Shelter Grant (ESG) Program, helping States and localities provide facilities and services to meet the needs of people experiencing or at risk of homelessness. The HEARTH Act also brings changes to ESG (renamed Emergency Solutions Grants under HEARTH), including an increase in flexibility to allow communities to continue work initiated under the Recovery Act‐funded Homelessness Prevention and Rapid Re‐Housing Program (HPRP). Under HPRP, one-time funding was awarded to states and local governments in 2009 to provide short- and medium-term financial assistance and supportive services to those who would otherwise become homeless, many due to the economic crisis.

In addition to these five programs, HUD operates two additional targeted programs in collaboration with other Federal agencies.  The HUD-VASH program pairs HUD housing choice vouchers with supportive services provided by the Department of Veterans Affairs, and the Base Realignment and Closure program is administered jointly with the Department of Defense to offer local homeless assistance providers the opportunity to use buildings and other resources on former military bases to provide housing and services.
