Major General Joseph Kirk Martin, Jr, is the Air  National Guard Assistant to the Surgeon General, United States Air Force, Pentagon, Washington, District of Columbia, and is dual-hatted as the Director, Office of the Joint Surgeon, National Guard Bureau, Pentagon, Washington, District of Columbia. He serves as an advisor, makes recommendations, provides input and proposed solution sets and serves as a sounding board for the Director, Air National Guard, United States Air Force Surgeon General, and Air Surgeon, Air National Guard. General Martin advises the Air Force Surgeon General of information on external and internal matters pertaining to the Air National Guard, and conducts courses, special studies, and analyses as required or directed. He is also responsible for reviewing proposals on Air National Guard matters of programs, policy, and operations. As Director, Office of the Joint Surgeon, National Guard Bureau, he is responsible to the Chief, National Guard Bureau for developing, communicating, and implementing National Guard medical policies, procedures, and operational response in collaboration with state, federal interagency, international medical partners, and the Army National Guard and Air National Guard Surgeon Offices. He also develops and coordinates guidance for National Guard Psychological Health, and for medical operations conducted by National Guard Chemical, Biologic, Radiation, and Nuclear Enterprise (Civil Support Teams, CBRN Enhanced Response Force Package, and Homeland Response Force) medical elements.
General Martin received a direct commission in the United States Air Force Reserve in October of 1985 serving as a Flight Surgeon in the 934th Tactical Airlift Group in Minneapolis, Minnesota. A Distinguished Graduate of the Aerospace Medicine Primary Course, he transferred to the Florida Air National Guard in 1986. He was mobilized in 1991 for Operation Desert Storm. In 1994, he was selected as Air National Guard Medical Officer of the Year. He was named Air National Guard Chief of Aerospace Medicine and Professional Services in 1995, and spent two years on active duty at Andrews Air Force Base, Maryland. After returning to Florida as Chief of Aeromedical Services with the 125th Fighter Wing, he deployed to Operation Northern Watch in 1999. He was chosen to be the Florida State Air Surgeon in 2001, but after 11 September 2001 he was mobilized to become the first-ever Surgeon General for Headquarters, First Air Force overseeing medical plans and programs for Operation Noble Eagle. In 2005, he was mobilized to serve as the Air Force's Surgeon General for Joint Task Forces Katrina and Rita. In 2007, he was selected as Chief of Staff, Florida Air National Guard. In 2007, he was selected as Chief of Staff, Florida Air National Guard. In June 2010, General Martin was appointed Acting Director, Office of the Joint Surgeon, National Guard Bureau. He was selected as Air National Guard Assistant to the United States Air Force Surgeon General and the Joint Surgeon National Guard Bureau in October 2010.
