Are deaths caused by civilians, during the process of arrest, included in the ARD program? Yes. Arrest subjects whose death results from injuries sustained by non-law enforcement personnel are included in the ARD collection if the injuries occur during an arrest process. For example, if an arrest suspect ran into oncoming traffic (while attempting to elude law enforcement officers) during a pursuit and was fatally struck by a vehicle operated by a civilian, the death would be considered arrest-related. |
