The FUDS program manages environmental cleanup on eligible properties formerly owned, leased, possessed, or used by DoD. The FUDS program only applies to properties that transferred from DoD before 1986.

The Army is the executive agent for the FUDS program, and the U.S. Army Corps of Engineers (USACE) is the program’s executing agent.  Because DoD no longer owns or uses the FUDS properties, a USACE district commander serves as the equivalent of each property’s installation commander.

Cleanup at FUDS:

Environmental restoration procedures at FUDS are similar to those at active DoD Installations, however, origin of contamination and past and present property ownership must be evaluated before DoD considers a property eligible for the FUDS program. Specific procedures for FUDS cleanup are contained in the Engineering Regulation 200-3-1, Formerly Used Defense Sites Program Policy, 16 March 2004. 

FUDS projects are categorized as either IRP or MMRP. There are two additional FUDS project categories within IRP; building demolition/debris removal (BD/DR) and under/above ground storage tanks (CONHTRW).

FUDS Cleanup Goals:

IRP:

• Reduce risk or achieve RIP/RC at all high relative risk sites by the end of FY2007
• Reduce risk or achieve RIP/RC at all medium relative risk sites by the end of 2011
• Reduce risk or achieve RIP/RC at all low relative risks sites by the end of FY2020
• Achieve RIP/RC at all FUDS properties by the end of FY2020

MMRP:

• Complete all PAs for MRSs by the end of FY2007
• Complete all SIs for MRSs by end of FY2010
• Achieve RIP/RC at all FUDS properties (target date to be determined)

Performance:

In FY2009, DoD achieved RIP/RC at 71 percent of FUDS IRP sites, and 36 percent of FUDS MMRP sites.  Additional information on FUDS performance can be found in the Defense Environmental Programs, Annual Report to Congress
