The U.S. Navy defines “environmental readiness in acquisition” as the ability of new systems to be used in full compliance with environmental requirements upon delivery to the fleets. This year, we are incorporating environmental reviews into the analysis of alternatives for new systems early in the requirements development process. Headquarters-level reviews of key acquisition documents and decisions (“gate reviews”) will now include enhanced environmental oversight to ensure that end users have factored the new systems into their environmental analyses. Contracts for platforms, weapon systems, and buildings will also include requirements to consider life cycle energy costs, fully-burdened cost of fuel, and contractor energy footprint.
