Sources for FHWA Reports

The Federal Highway Administration (FHWA) Research Library began as a research technical reference center containing agency-published or agency-sponsored research reports. Now it is a fully functioning library with expanded services. In the past, the library sometimes fulfilled requests for copies of FHWA reports, however, the library no longer stocks extra FHWA reports for distribution. The library generally holds all FHWA reports to circulate and loan to FHWA employees, only, and does not distribute copies nor lend to the public.

The FHWA Research and Technology Product Distribution Center, also known as the Report Center, was previously housed at Turner-Fairbank Highway Research Center (TFHRC).

Contact the following entities for copies of reports.

Other sources for Federal agency publications, including FHWA and the U.S. Department of Transportation, particularly publications that are out of stock or print.

In addition to Federal agencies, State departments of transportation and University Transportation Centers are required to submit copies of federally funded research reports to NTIS.

You may search for products published since 1964 online

Publications also may be ordered from NTIS through other methods. See Ordering Information (Please note: NTIS copies will be reproductions of the original report and there is a charge.)

U.S. Government Printing Office (GPO)

More general transportation-related publications and popular series can be purchased through the U.S. Government Bookstore.

Libraries

Your local government, corporate, public, or academic library will be able to help you borrow copies of FHWA reports.

Federal Depository Library Program (FDLP)

"The mission of the FDLP is to disseminate information products (including certain U.S. Department of Transportation and FHWA publications) from all three branches of the Government to libraries nationwide. Libraries maintain these information products as part of their existing collections and are responsible for assuring that the public has free access to the material provided by the FDLP."

You may search for publications that have been distributed to depository libraries using the Catalog of U.S. Government Publications.

The catalog also provides direct links to publications that are available online in full text

State Depositories

Many States have a program similar to the Federal Depository Program (State Depository Library Program) or the State library/archives will have a State publications or State documents collection.

State Libraries - Library of Congress Listing

Because of depository programs, many libraries offer FHWA reports in their collections, and if not, the reports may be borrowed from other libraries, including the FHWA Research Library, through interlibrary loans.

To help identify a report or its publication status, verify an FHWA report citation, or inquire about a specific report for lending to your library, please send an email to: fhwalibrary@dot.gov
