for Residential Insulation Manufacturers

EPA has revised the participation requirements for the “Seal and Insulate with ENERGY STAR Program” as part of a broad effort to enhance and improve the ENERGY STAR Program. All current insulation manufacturer partners and new partners are required to sign an up-to-date Manufacturer ENERGY STAR Partnership Agreement to participate. Please see below for details on how to partner with the program as well as information on the new third-party certification requirements for insulation products as of September 23, 2011.

A. Partnership with the Program:

  1. Current Partners:In order for insulation products of current partners to continue carrying the Seal and Insulate with ENERGY STAR Educational Product Graphic, manufacturers must review the “Seal and Insulate with ENERGY STAR Program for Residential Insulation Manufacturers Partnership Commitments” document and sign a new ENERGY STAR Manufacturer Partnership Agreement Form with the program by May 23, 2012. Partners who do not re-sign the Partnership Agreement Form by May 23, 2012 will be terminated from partnership and their insulation products may no longer carry the Seal and Insulate with ENERGY STAR Educational Product Graphic. Please submit your completed Partnership Agreement Form to join@energystar.gov

  2. New Partners: Please review the “Seal and Insulate with ENERGY STAR Program for Residential Insulation Manufacturers Partnership Commitments” document and complete an ENERGY STAR Manufacturer Partnership Agreement application. Please submit your completed Partnership Agreement to join@energystar.gov

B. Applying to Promote Seal and Insulate with ENERGY STAR:

After signing the Partnership Agreement, manufacturers must submit their product line(s) (family) for testing by an ISO 17025 accredited laboratory and submit data for evaluation by a EPA-recognized third-party certification body in order to be granted access to the Seal and Insulate with ENERGY STAR Educational Graphics as outlined and agreed to in the Residential Insulation Manufacturer Partnership Commitments. Upon certifying the test data, the EPA-recognized certification body (CB) will issue an ENERGY STAR product report for each product line (family). If a manufacturer has a product line report less than 3 years old that meets the ENERGY STAR report requirements, it may be used to comply with these requirements.

Additionally, manufacturers must complete an Insulation Manufacturer Form, which will be provided once a Partnership Agreement is complete. Once the ENERGY STAR product report is completed by the CB and the Participation Requirements Form is received and approved by EPA, the manufacturer will be granted access to the Partner Mark, the Seal and Insulate with ENERGY STAR Educational Product Graphic, and the ENERGY STAR Educational Marketing Graphic through My ENERGY STAR Account (MESA). The manufacturer must have at least one product certified to be granted full partnership status.

NOTE to Air Sealing Product Manufacturers:

EPA continues to work to revise and enhance the air sealing product portion of the Seal and Insulate with ENERGY STAR program, which aims to recognize products whose main purpose is to reduce air leaks or ensure that homes have a high performing air barrier. EPA currently is not accepting new air sealing partners or products at this time until the participation requirements have been finalized.
