Lieutenant Commander (Chaplain) Cassie L. Allen was initially commissioned as an Ensign from the Naval Reserve Officer Training Corps program at Florida A & M University, Tallahassee, Florida in September 1981 after receiving her Bachelor of Science Degree in Criminal Justice and Social Work. 

In October 1981, as an unrestricted line officer, her first assignment she was the Human Resource Officer, Equal Opportunity Officer, Command Training Team Coordinator, and Squadron Duty Officer with Helicopter Anti Submarine Squadron One, Jacksonville, Florida. In October 1985, she was the Assistant Administrative Officer, Disaster Preparedness Officer, Human Resource Coordinator and Command Duty Officer at the Naval Air Facility in Washington, D. C.  

In February 1989, Lieutenant Commander Allen reported to the Naval Reserve Military Personnel Command Two Component 206 in Adelphi, Maryland as the Assistant Training Officer, Career Progression Assistant, the Area Training Officer and the Casualty Assistant Officer.  

In January 1992, Lieutenant Commander Allen was the Action Officer for Family Support Programs for Bureau of Naval Personnel in Washington, D. C., and also the Assistant Administrative Officer, Casualty Assistant Officer, and Supply Officer.  

In April 1994, after Operation Desert Storm, Lieutenant Commander Allen resigned her commission to attend Graduate School at Wesley Theological Seminary and join the Chaplain Corps as a candidate in training. She earned a certificate as a Public School Teacher in District Heights, Maryland and as the Director of her own Child Care Facility.  

As a Chaplain Candidate from 1995-2000, she served as a Chaplain intern and Protestant Chaplain under training at the Air Force Chapel, Andrews Air Force Base, Maryland. She was also the Command Chaplain of the Naval Air Facility at Andrews Air Force Base. She was the Chaplain Assistant at Marine Corps Officer Candidate School, Quantico, Virginia for support, training and education at Marine Corps Combat Development Command and Marine Corps University for summer augments.  

She was assigned to the Naval Hospital Great Lakes, Illinois and Balboa Naval Hospital, San Diego, California providing health care services, worship services, and health promotions to the active duty, recruits, and retired military population. She was an Associate Minister at her parish in Wilberforce, Ohio at Payne Theological Seminary.  

Commissioned as a Lieutenant in the Navy Chaplain Corps in December 2000, Chaplain Allen was assigned as Chaplain for the Fourth Recruit Training Battalion from April 2001 to April 2004. Her follow on assignment, she served on the USS Frank Cable (AS-40), in Agana, Guam. In June 2006, Chaplain Allen was the Command Chaplain, Marine Aviation Training Support Group 21. In 2009, she was the Group Chaplain for the 1st Marine Aircraft Wing, Marine Air Group 36, Camp Futema, Okinawa, Japan. Chaplain Allen arrived for service to the USCG Academy in July 2011.  

Her military decorations consist of the Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy Achievement Medal (Gold Star in lieu of 2nd award), National Defense Service Medal (Bronze Star in lieu of 2nd award), Expeditionary Service Medal, Reserve Service Medal (Bronze Star in lieu of 2nd award).  

Chaplain Allen is the parent of Noel C. Perry, Jr., Pensacola, Florida, Cassuandra N. Perry of Pensacola, Florida, Valarie Espinosa and son-in-law U.S. Army soldier Roger Espinosa of Hinesville, Georgia, U.S. Navy Seaman Christina M. Perry of San Diego, California, and five grandchildren, RJ, Sarah, Michelle, Tom, and Michael.
