Resources and assistance with the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA) are mainly provided through the Department of Defense (DoD) and the Department of Labor (DoL) and not through the individual Services. Individual branches of Service do provide information and ombudsman services to assist service members in finding the appropriate USERRA-related information.

DoD Employer Support of the Guard and Reserve (ESGR)

Resources and assistance related to USERRA are provided by the DoD ESGR, which administers to all Services, including the Coast Guard.

ESGR is a DoD organization operated through a network of more than 4,700 volunteers, ranging from business executives, senior government representatives, educators and military personnel who serve on local ESGR State Committees. With assistance and resources from ESGR Headquarters in Arlington, Virginia, the 56 ESGR State Committees conduct employer support programs, including informational briefings, mediation, and recognition of employers whose policies support or encourage participation in the National Guard and Reserve. By explaining the missions of the National Guard and Reserve and by increasing public awareness of the role of the employer, ESGR works to develop a dialogue among employers, the ESGR Committees, and local National Guard and Reserve unit commanders and service members. ESGR is the lead advocate within the DoD for Reserve Component employers. ESGR educates service members and employers regarding their obligations and their rights under USERRA. ESGR also assists them in preventing, resolving, or reducing employer/employee problems and misunderstandings related to USERRA through mediation and ombudsman services. Service members can submit questions or request mediation services assistance from ESGR through the ESGR Customer Service Center. DoL Veterans' Employment and Training Service (VETS)

DoL VETS provides assistance to persons with respect to employment and reemployment rights and benefits under USERRA. VETS provides a wide range of services, to include outreach activities, USERRA briefings, complaint investigation, the USERRA advisor, the e-VETS Resource Advisor, and other web-based materials.  For more information or assistance with employment and reemployment issues covered by the USERRA, contact the local VETS office.
