The Air Force Personnel Center, with headquarters at Randolph Air Force Base, Texas, is responsible for managing personnel programs and carrying out policies affecting Air Force active-duty and civilian members. AFPC is a field operating agency of Headquarters, U.S. Air Force, Deputy Chief of Staff for Manpower and Personnel.

Mission
AFPC integrates and executes personnel operations to develop the Air Force's most valuable weapon system, Airmen. AFPC provides direct personnel services and support on all centralized personnel programs to commanders, Air Force members, civilian employees and their families through a service center approach. AFPC directs the overall management and distribution of military officers, lieutenant colonel and below; enlisted, senior master sergeant and below; and the staffing of civilian personnel at grades GS-15 (or equivalent) and below. In addition, AFPC leads the planning and execution of the Air and Space Expeditionary Force, or AEF.

AFPC also conducts military and civilian personnel operations to include overseeing performance evaluations, promotions, retirements, separations, awards, decorations, uniforms, education, personnel procurement, disability processing and the Air Force's voting program. The center plans for contingencies, maintains active-duty personnel records and provides transition assistance and support to Air Force retirees and wounded warriors.

Personnel

Approximately 2,940 military, civilian and contractor personnel work at the center and at five operating locations implementing personnel programs affecting more than 329,000 active-duty members, 162,000 civilian employees, 176,000 Reserve components, 690,000 retirees and 105,000 surviving spouses through a worldwide network of personnel sections.

Organization
AFPC is comprised of six directorates, each managing several key programs. The Director of Staff manages the AFPC governance structure, ensures clear communications between the commander and staff leadership, and manages the flow of work into the center and from the center back to the Air Staff and other organizations. It is responsible for oversight and execution of the infrastructure resources of the center to include budget and financial management, operational and strategic planning and programming. It manages Air Force smart operations, knowledge operations support, unit deployment and readiness, unit training, liaison support, safety, supply and facility support to AFPC. The directorate serves as the manpower office for AFPC resources, manages the AFPC civilian training and personnel programs and manages AFPC security programs. Additionally, the directorate is the focal point for Program Objective Memorandum development for the center. It provides worldwide customer support for personnel data through the production, detailed analysis and delivery of reports and data sets as well as in-depth analysis and reporting on the effectiveness and output of personnel programs. The directorate also delivers Enterprise Information Management (EIM) policy and guidance in support of Freedom of Information Act (FOIA), Privacy Act (PA), Records, Publications, Forms, World Wide Locator (WWL) and Activity Distribution Office (ADO (Mail Center)).

The Directorate of Air and Space Expeditionary Force Operations leads the planning and execution of the Expeditionary Combat Support AEF schedule in support of Air Combat Command, the joint force provider, by guiding deployment planning, monitoring readiness and providing continuity and education across the AEF spectrum. The directorate provides operational assessment for AEF operations by providing oversight of Air Force requirements, unit type code posturing and coding, as well as monitoring timeliness of sourcing verification, names-in-system and reclama processes in support of combatant commander missions worldwide. The directorate develops guidance, procedures and training for Total Force accountability in direct support of Air Force programs and Department of Defense reporting processes. The directorate also operates the Personnel Readiness Center, providing for Total Force mobilization during natural disasters, contingencies and situations warranting emergency actions. The directorate is responsible for worldwide casualty reporting, notification of family members and assistance to families and field commanders on benefits and entitlements. It is the Air Force focal point for Missing in Action/Prisoner of War programs, members reported missing, captured, or imprisoned, and members placed in an absent without leave/deserter status.

The Directorate of Assignments develops, coordinates and executes Air Force active duty assignments for enlisted airmen below the grade of chief master sergeant and officers below the grade of colonel (except the Judge Advocate career field) to ensure effective utilization and professional development. In addition, the directorate handles humanitarian and exceptional family member assignments, joint duty, developmental, academic, medical and military education for officers and officer special duty assignments.

The Directorate of Civilian Force Integration provides staffing, recruitment, classification, processing and employee life cycle sustainment services for the Air Force worldwide through a centralized personnel center and five operating locations. The directorate formulates, coordinates and executes the force shaping and force development needs for approximately 160,000 employees represented by 20 career field teams supporting 27 separate career fields. The directorate also recruits and trains civilian interns to provide a cadre of future Air Force civilian leaders; identifies, develops and places high performing civilians in key managerial and executive positions throughout the Air Force; and manages training funds for 27 career fields to support leadership and management training, intern training and tuition assistance to qualified Air Force-wide employees.

The Directorate of Personnel Services develops guidance, procedures and training for active-duty, Guard and Reserve personnel directly supporting Air Force programs. It provides timely and accurate implementation for more than 200 personnel programs. These programs include recruitment, officer and enlisted accessions, service dates, active duty service commitments, retraining, evaluations, management level reviews, education and training, promotions, decorations, special trophies and awards, memorializations, duty status, dress and appearance, leave, reenlistments, separations, retirements, entitlements and benefits, retiree services, military classification and the Air Force Disability Program. It evaluates, initiates, or revises plans and programs to ensure adherence to approved Air Force and Department of Defense policies and standards. The directorate is also responsible for operational support and training of career assistance advisers, and directs and guides the Airman and Family Readiness programs, the Sexual Assault and Prevention Response program and the Air Force Wounded Warrior Program. It administers defense and AF policy and procedures on identification card issuance, benefits and privileges and oversees three records management programs including automated personnel records and medical records transfer to the U.S. Department of Veterans Affairs.

The Total Force Service Center - San Antonio Directorate provides direct personnel services and support on centralized personnel programs to commanders, Air Force members, civilian employees, retirees and their families during both peace and wartime. The directorate acts as AFPC's "face to the customer" in performing call services and leveraging application support for such functions like retirements, separations, reenlistments and retraining. It also serves as the focal point for business process redesign efforts and designing user requirements for information technology support systems. Moreover, it provides governance and assistance for the development, placement and maintenance of essential knowledge articles for military and civilian personnel programs. Beyond services provided at AFPC, the directorate directs operations and training for Military Personnel Sections (MPS) and similar field operational activities where it administers key DOD and AF policy and procedures in support of important mission areas like the Personnel Reliability Program and relocation movement functions.

In addition, AFPC is the home of the U.S. Air Force Selection Board Secretariat that plans, conducts and keeps records on about 50 selection and evaluation boards per year. These include officer promotion boards for captain through major general, senior master sergeant and chief master sergeant enlisted evaluation boards, officer special selection and enlisted supplemental evaluation boards and any other boards directed by the Secretary of the Air Force to include selective early retirement, reduction-in-force and force shaping. Board members evaluate more than 40,000 records on an annual basis to determine which officers and senior noncommissioned officers are best qualified to become the Air Force's next generation of leadership. The secretariat maintains more than 107,000 selection records to support these boards and Airmen throughout the Air Force.

History
The Air Force Military Personnel Center was established April 1, 1963, as a Headquarters Air Force field extension of the Deputy Chief of Staff, Personnel, and in 1971 became a separate operating agency. Its name was changed to the Air Force Manpower and Personnel Center in 1978, when the Air Force integrated the manpower and personnel functions at U.S. Air Force Headquarters level.

In October 1985, the manpower function was realigned and separated from personnel. This resulted in the center being renamed the Air Force Military Personnel Center, Jan. 1, 1986. The center became a field operating agency Feb. 5, 1991.

The Air Force Personnel Center was formed during a consolidation of the Air Force Military Personnel Center and Air Force Civilian Personnel Management Center, Oct. 1, 1995.

The former Civilian Personnel Operations was established on July 1, 1976 and was a direct reporting unit of the Air Force Directorate of Civilian Personnel until Feb. 5, 1991 when it was renamed the Air Force Civilian Personnel Management Center and became a field operating agency. It became a directorate within the Air Force Personnel Center Oct. 1, 1995.

On Aug. 29, 2006, the Air and Space Expeditionary Force Center, Langley AFB, Va., became a direct reporting unit of the Personnel Center. The AEF Center inactivated as a separate unit and its function merged with others in AETC related to deployments to become an AFPC directorate on Oct. 1, 2007.
