The Office of the US Trade Representative’s (USTR) Open Government Plan makes progress toward meeting the requirements of the OGD. Their plan touches all the bases and presents some new approaches and ideas. The plan would benefit, however, by focusing more on concrete plans to increase public participation and participation and less on explaining existing transparency, participation, and collaboration initiatives.

USTR is actively working to make more of their information, and of information that relates to their work, accessible by the public and they are clearly working to improve their FOIA processing. USTR has made a good start but will need to continue to work on making itself as open, participatory and collaborative as possible.
