The Department of Housing and Urban Development’s (HUD) Open Government Plan shows great promise in planning to not only continuing existing collaboration practices, but also expand activities that will increase openness and transparency at HUD. The Department’s internal open government training program is especially noteworthy for ensuring that openness is not just a buzzword, but a value that is hardwired into the agency.

The plan would be improved by the inclusion of timelines and detailed milestones for their different projects. There are many interesting ideas in the plan that could improve HUD’s transparency, participation, and collaboration, but the details regarding how HUD will implement these plans are lacking.
