Version 1.1 of the Council on Environmental Quality's (CEQ) Open Government Plan, both in the original and amended version, fails to address some fundamental requirements, with emphasis on the lack of easy access to documentation, vagueness of many implementation details and the general feeling that CEQ does not feel a strong sense of ownership of many of the data it deals with, and therefore seems to shy away from the obligation of being proactive in making them public.
