The Broadcasting Board of Governor’s (BBG) Open Government Plan thoughtfully follows the outline of the Open Government Directive (OGD). The plan conveys a commitment of the organization to comply with the directive to the extent it believes possible: BBG faces special restrictions associated with disclosing information on activities conducted outside the United States which the agency feels limits its ability to be completely open under the terms of the directive. BBG also points out that it is working without a full governing Board, and, therefore, is unable to dedicate much bandwidth to disclosure initiatives without executive mandate. The requirements of the OGD addressed in the existing plan would be greatly strengthened by clearer delineation of specific initiatives and hard dates for future delivery, which is at the core of a true planning document. The agency has communicated a strong interest in complying with the OGD and should be commended for developing a plan, despite not being required to do so by the President.
